The Office of Policy, Programs and Planning (GH/P3) has primary responsibility for the Global Health Bureau’s strategic planning, budgeting, financial management, procurement, and monitoring and evaluation functions. The Office supports the Bureau’s technical offices in promoting program integration and coordination, aimed at achieving global health objectives efficiently and effectively. P3 leads the Bureau in program planning and performance monitoring, facilitates periodic data collection, conducts analyses and provides written and visual inputs for reports and presentations. The Office provides analyses for country and GH planning and portfolio reviews and supports planning efforts for the GH Bureau and GH technical offices. Within P3, the Strategy, Analysis, Evaluation and Outreach (SAEO) Division serves as the primary GH resource for USAID monitoring, evaluation and data related policies and practices. The Division oversees implementation of the Bureau monitoring and evaluation plans and analyzes and disseminates findings, conclusions, recommendations and best practices. The Division also provides policy guidance and leadership to GH staff in project design, procurement planning, environmental compliance, and digital health initiatives.

KEY DUTIES:

The position serves an important role within GH as a facilitator, coordinator, and tracker of issues related to data analysis, monitoring and evaluation, project design, and environmental compliance. The Junior Program Analyst provides support to GH/P3/SAEO technical and management staff, performing a variety of both complex and routine administrative, technical, and analytical duties. The Junior Program Analyst works closely with Global Health subject matter experts, evaluation advisors, project managers and other USAID partners to develop and synthesize data and knowledge that can be used to make sound programmatic and policy decisions. The Junior Program Analyst will also support the SAEO Division with routine tasks such as scheduling meetings and maintaining program files. In this role, the Analyst serves as a key point of contact between P3 and other offices within GH and the Agency. In an often fast-paced and changing work environment, the Junior Program Analyst is expected to work independently, ranking tasks in order of importance and impending deadlines, and handling multiple tasks simultaneously. The Junior Program Analyst will develop working knowledge of USAID policies and guidelines, as well as global health practices and procedures. The Junior Program Analyst reports to the SAEO Division Chief.

Responsibilities

  • Facilitates the effective implementation of Bureau and Agency policy requirements such as Environmental Analyses and Monitoring and Evaluation by assisting GH staff in understanding processes and templates and tracking the completion and clearance of required documents.
  • Supports GH programs in evaluation activities, data collection and analyses as required.
  • Collects, analyzes, and organizes program data, reports, and files. Assists with the development, improvement, and management of effective program and data tracking systems.
  • Analyze, visually represent and disseminate global health data to facilitate decision making for USAID leadership. Develop communication materials for internal use and external publication.
  • Participates in USAID data related communities of practice, and working collaboratively with USAID’s global health subject matter experts, engages stakeholders in the development and prioritization of data analyses.
  • Coordinates and supports efforts to build USAID’s in-house capacity to improve global health monitoring, evaluation and data analytics in the Bureau and field missions.
  • Participates in ongoing and ad hoc cross-bureau analytical teams as needed.
  • Attends meetings, workshops, and conferences, and formulates recommendations for the Division in response to these developments.
  • Assists in recruitment, hiring and onboarding of new Division staff and interns.
  • Provides administrative support to the Division Chief.

Qualifications

  • Master’s degree and 1 year, Bachelor’s and 3 years, Associate’s and 5 years, or High School and 7 years of professional experience.
  • Ability to conduct statistical analysis using advanced functions of Excel, familiarity with statistical and visualization packages such as Tableau, Stata and R preferred.
  • Excellent Microsoft and Google Office Suite skills and the ability to work in Huddle and other virtual collaboration environments.
  • Proven ability to learn new databases, applications and other software programs as needed.
  • Excellent writing skills in English, as well as strong oral and written communications skills.
  • The ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • The ability to be assertive in managing processes and deadlines, while building constructive and effective relationships with colleagues from a wide variety of backgrounds.
  • US citizenship or US permanent residency and ability to obtain and maintain Facility Access.
