The Junior Program Analyst provides support to the Neglected Tropical Diseases Division’s program and technical staff, performing a variety of both routine and ad hoc, complex, administrative and analytical duties. These duties range from administrative tasks such as scheduling briefings and meetings and maintaining program files, to more complex analytical tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems. The Junior Program Analyst ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. In this position, the Junior Program Analyst will complete tasks, provide background content, and contribute to the analysis, interpretation and discussions with other members of the NTD Division. The Junior Program Analyst may also assist Agreement Officer Representatives (AORs) in backstopping duties for one or more countries. The individual must develop a working knowledge of USAID policies and guidelines as well as corporate practices and procedures. This position has potential for professional development and training.

BACKGROUND:

The Bureau for Global Health (GH) is the U.S. Agency for International Development’s (USAID’s) (the “Agency”) center of excellence and focal point in providing worldwide leadership and technical expertise in the areas of maternal and child health and nutrition, HIV/AIDS, malaria, neglected tropical diseases, tuberculosis, family planning and related reproductive health, and health systems. As such, the Bureau aligns resources with identified public health and development needs, and works around the world to help governments meet the health needs of their populations. It also serves as the primary source of technical expertise and intellectual capital to the Agency and other U.S. foreign affairs agencies. The Bureau is the Agency repository for state-of-the-art thinking in biomedical, social science, and operations research and works to produce technical advances and innovations that can be disseminated and replicated at USAID Missions throughout the world.

The Office of Infectious Disease is the Agency’s lead for infectious disease programs and issues, and manages the Global Health Bureau’s activities and engagement in infectious diseases, including tuberculosis (TB), neglected tropical diseases (NTD)s, malaria through the President’s Malaria Initiative (PMI), and emerging threats/pandemic preparedness and response. GH/ID is responsible for technical direction and leadership and external engagement on infectious disease issues, including working with external partners, providing technical support to USAID’s field missions and programs, and managing programs and centrally-managed infectious disease funding.

Responsibilities

Project/Program Tracking Data Analysis & Documentation: Assist in researching, identifying, analyzing and updating program and technical information accuracy.

  • Assists technical staff in the preparation of program documents and correspondence such as memos and waivers, amendments, project authorization documents, Congressional Notifications, and Technical Notifications, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.

Budget & Field Support Tracking: Assist in budget preparation and tracking Mission field support levels for each GH project.

  • Provides operational support to the NTD Division on contracts, grants, and cooperative agreements. This includes working with technical staff and external partners to ensure that work plans, financial reports, and progress reports and other deliverables are prepared, submitted, and reviewed.

Administrative & Financial Tracking: Develops, maintains and prepares program related administrative and financial documents and systems, databases, and files.

  • Drafts program communications such as cables, memoranda, and letters that seek approval or request information relative to program matters.
  • Provides overall routine and ad hoc administrative and programmatic support to the NTD Division Chief, NTD Deputy Division Chief, and other NTD Division staff to enable successful implementation of routine programmatic and core functions for the Division.

Program Document Preparation & Presentations: Assist in development of program documents, such as Annual Reports, interagency documents, action memos, talking points, Congressional Notifications, and various forms of presentations

  • Collects, organizes, analyzes, and visualizes data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, USAID reports and documents such as the Report to Congress.

Qualifications

  • Master and 1 year of experience or Bachelor’s degree and 3+ years’ relevant experience
  • Experience working on complex global health programs engaging with a variety of stakeholders including, but not limited to, bilateral and multilateral organizations, NGOs, private sector partners, and host country governments
  • Experience in navigating administrative and bureaucratic policy, processes and procedures across USAID and the Global Health Bureau
  • Demonstrate a strong understanding of global health programs such as infectious diseases and neglected tropical diseases
  • Demonstrated ability to perform special studies and preparing point papers/white papers
  • Demonstrated success in prioritizing, balancing and completing multiple, administrative, financial and operational tasks
  • Ability to coordinate, organize, and liaise with members of working groups, missions, and other USG agencies in support of program implementation, and attend working groups to advance USAID program objectives
  • Ability to exercise sound judgment, tact and diplomacy in engaging with a wide variety of internal and external organizations and other stakeholders

Backstop & Field Support: Assist Technical office staff in supporting field as necessary, travel to USAID missions as necessary, track, coordinate, and report on NTD country support to include responding to all emails and phone calls

  • Works with USAID staff on general management-related activities, such as assisting in the routine backstopping of country needs and managing and tracking annual country and project work planning.

General Administration: Coordinates, organizes, liaises with members of working groups, missions, other USG agencies in support of program implementation and attend working groups to further USAID offices’ program objectives

Program & Technical Support: Assist in review and analysis of program technical updates on a routine and ad hoc basis, review and analyze technical documents.

  • Works independently or with USAID staff as needed on the research, development, and finalization of any ad hoc technical documents needed

Meeting, Conference, & Event planning:

  • Provides support in planning meetings and other events to include researching and coordinating logistics, managing invitations, and organizing agendas and other materials.
  • Participates in administrative and communications team meetings, and other technical team meetings as needed.
  • Collects and makes arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies.
  • US citizenship or permanent residency with the ability to obtain and maintain Facility Access required.
