A. Brief Project description
Poverty, high vulnerability, psychological stress and the resulting negative coping strategies, food insecurity and (economic) lack of prospects as well as social marginalization determine the everyday life of IDPs, returnees and host communities in Baidoa. Lack of education, professional qualifications and professional experience as well as entrepreneurial knowledge mean that many IDPs and also members of the host communities lack the skills to work or self-employed. The target group thus has inadequate employment opportunities, which means that their livelihoods are not secured (core problem). The aim of the project is therefore to improve the employment opportunities of internally displaced persons, returnees and the local population in Baidoa, especially young people and women.

B. Responsibilities
The Finance Officer is responsible for
▪ Ensuring overall smooth and correct functioning of the administration processes and financial accounting systems in the office in line with GIZ standard procedures and in support of the technical staff.
• Providing general administrative support to colleagues
▪ Ensuring that financial administration functions well in accordance with GIZ standard procedures
▪ Effective coordination with colleagues in the office
▪ Support in preparation for internal control.
▪ Management of petty cash and sound bookkeeping in accordance with GIZ procedures
C. Tasks
Core scope of tasks
Accounting
▪ Manage a sound bookkeeping system of several projects
▪ Manage payments and prepare the monthly closure for the accounting done in Nairobi Control the monthly project journal
▪ Verify correctness of vouchers, including supporting documents.
Administration
▪ Create a proper filing management system for all projects
▪ Prepare travel claims of staff for approval by the superior
▪ Maintain an inventory system for all projects.
▪ Maintain an accurate planning of foreseen expenditures
▪ Conduct regular fuel consumption checks as well as fleet management checks
▪ Management of the daily expenditures as well as running office costs in liaison with the project managers.
Coordination
• Deputize other finance officers within the administering pool
• Cooperate closely with the Senior Finance Manager Kismayo
• Cooperate closely with the project managers of the respective projects
• Participate in different administration coordination rounds
D. Required qualifications, competences and experience
Formal Education
▪ Bachelor of Business Administration/ Commerce or similar field
▪ Tertiary qualifications in Accounting and Computer packages.
Further Knowledge
▪ Excellent command of MS-Office; Fluency in written and spoken English.
▪ The position is open to Somali Nationals only
Other Qualifications
▪ Knowledge of GIZ instruments and procedures is an asset;
E. Working Arrangements and Reporting
The finance officer will be based in Baidoa and work under the direct supervision of the senior finance manager.
