Long-term Consultancy, based in East Africa

The international gender expert will provide the following services in a self-employed manner: technical guidance and advice as well as strategic inputs to support the HORIZONT3000 framework programme 2023-2026 “Gender Equality4Sustainable Development” as well as the knowledge management programme 2023-2026 “Sharing&Learning4Gender Equality” (both co-funded by the Austrian Development Agency), ensuring quality and alignment with the HORIZONT3000 gender equality policy. The programmes involve activities with approximately 45 partner organisations in 10 countries within our sectors “Rural Development and Management of Natural Resources” and “Human Rights and Civil Society”.
The expert will be advising the head of programmes in Vienna and the international knowledge management team as well as a broad range of stakeholders across the organisation, including gender focal points at country and regional offices and partner organisations (in Uganda, Senegal, Central America, Mozambique).

Job profile

Master’s degree or equivalent in social sciences, law/human rights, gender/women’s studies, international development, international relations, or a related field.

Portfolio of required services

  • Provide technical and methodological gender expertise for the development and implementation of learning & sharing strategies and work plans at national and regional levels with a focus on strengthening gender equality and women’s empowerment at organisational and programming levels.
  • Support the development of guided self-assessment processes with partner organisations and respective tools, to track progress of capacity development and change processes for increased gender equality.
  • Act as a resource person and advise HORIZONT3000 and partner organisations on appropriate approaches and methodologies to strengthen gender equality at programming level, ensuring contextuality and a human rights-based approach.
  • Conduct and/or develop selected gender trainings and capacity development activities as well as relevant support documents such as tool kits, guidelines, manuals, and the like.
  • Provide feedback and expertise to selected project proposals as well as gender analyses, baseline and evaluation studies and general technical support for gender mainstreaming at project level including monitoring and evaluation (M&E).
  • Advise and support gender focal points in building and promoting (internal) resources, capabilities, and collaboration.
  • Support the deepening of the knowledge base and South-South exchange on gender equality and women’s empowerment by ensuring knowledge sharing and the dissemination of good practices.
  • Provide general technical and methodological support and backstopping to different organizational units of HORIZONT3000 and partner organisations.
  • Travels – 1-2 long-distance travels per year (including Europe, West Africa and Central America) plus regional travels, for direct service provision such as trainings, coachings and similar (financed separately by HORIZONT3000).

Your profile

  • Master’s degree or equivalent in social sciences, law/human rights, gender/women’s studies, international development, international relations, or a related field, with at least 5 years’ relevant experience, or a first-level university degree in combination with at least 7 years of work experience.
  • Good analytical skills and experience in gender equality programming within the national or regional context in the focus regions/ countries of HORIZONT3000 (East Africa – Uganda, Kenya, Tanzania, Ethiopia, Mozambique, Senegal, Central America – Guatemala, Nicaragua, El Salvador).
  • Practical experience in accompanying processes regarding gender policies, gender audits, gender action plans, programme and project design including aspects of “do no harm” and men and boys’ engagement.
  • Experience in organizational learning and capacity development including developing training manuals for civil society organisations, or in a similar context.
  • Fluency in English and working knowledge in one more working language of HORIZONT3000 (French, Spanish or Portuguese), any other language is an important asset.
  • Experience and skills in IT and facilitation of online meetings and workshops.
  • Ability to work independently as well as consulting our teams.
  • Experience in working with Civil Society organisations of different sizes and different backgrounds in Africa (and Latin America as an asset).
  • As a self-employed expert, you are responsible for compliance with commercial law, tax law and social security regulations in the country you are based in (preferably in East Africa).

What do we offer?

Service contract for approximately 200 consultancy days per year. Details regarding deliverables in line with the service portfolio are defined prior to the start of the service contract. The activity plan will be monitored and updated on a trimestal basis. Please include an offer of consultancy fee per day in EUR in your application. The service contract is limited for one year; however, we are potentially interested in extending it for a longer period.

HORIZONT3000 is an Austrian NGO with eleven catholic member organisations. HORIZONT3000 is mainly funded by the Austrian government (Austrian Development Cooperation / ADC), the European Union, contributions from its member organisations and other public and private donors. HORIZONT3000 has specialised in the implementation of programmes and projects and the deployment of technical assistance personnel. HORIZONT3000 works in close co-operation with local partner organisations, donors and other stakeholders such as international CSOs and research institutes to achieve common sustainable development goals. Workplace

The international gender expert consultancy is being advertised as a remote position based in East Africa, given that the majority of partner organizations of HORIZONT3000, which are part of the ADA framework programme, are located in East Africa.
