Job title: Partnership Officer – Consultancy (Turkey)

Job Purpose:

The Partnerships Officer will support the Partnerships Manager with the development and implementation of the office partner capacity building strategy working with local partners to develop and implement appropriate capacity building plans, lead capacity building initiatives and coordinate with local partners and WV staff in mentorship programmes. The PO will also coordinate the overall implementation of WV’s local partnering policy and procedures. Finally, the PO will liaise closely with implementation staff to ensure the successful management of all partnerships with local organizations

Knowledge/ Qualifications for the role:

Partnering Relationship and Capacity Building Support

  • Develop and sustain strong relationships with partner organizations, other relevant organizations, and Local/ governmental officials. Liaise with relevant parties including UN agencies, Local and international NGOs to coordinate activities and approaches.
  • Develop organizational capacity assessment in line with best practices and conduct capacity building assessments with local partners
  • Develop capacity building plans with all local partners informed by adaptive, innovative and effective capacity building methodologies
  • Working with partners’ staff, implement capacity building plan to ensure capacity gaps identified are addressed in a timely and effective manner
  • Coach partners in developing their organizational development plan and ensure that necessary trainings are provided to partners as determined in the plan. If necessary, organize the trainings identified in the organizational development plan for each partners.
  • Review and refine capacity building approaches to ensure most appropriate capacity building actions are employed in addressing each partner capacity needs and agree capacity development action plans with partner; Deliver capacity building and training of partners directly and arrange for other in-house and externally facilitated training programmes.
  • Work closely with WV staff to ensure departments support the development of partner capacity, including facilitating departmental teaming and ensuring WV departments meet with relevant partner staff on a regular basis.
  • Represent WV and contribute to inter-agency learning and initiatives in the Partnership-focused coordination mechanisms
  • Work closely with Partnership Managers and Technical Officers, immediately raising any areas of concern in relation to partners’ performance or project implementation so appropriate action can be taken.
  • Monitoring partner compliance with WV and donor rules and guidance throughout the lifecycle of our work with the partner, including: Communicating any issues to partners, and assisting them in resolving issues of noncompliance; Reviewing partner interim and final reports for donor compliance criteria, prior to submission.
  • Support partners with all reporting requirements and feeding lessons learnt into capacity building plans.
  • Review and conduct desk verification on all non-financial documents/ forms received by the partners
  • Support Partnerships Manager in identifying potential partners in NW Syria and Maintain an up to date potential partner database.
  • Ensure that Due Diligence assessment is conducted to all of WVI’s Partners
  • Create Detailed Training Plans (DTPs) for all partners
  • Maintain regular communication and schedule regular visits to the partner offices when needed to ensure consistent relationships, up to date information, and ongoing two-way feedback is being provided and received
  • Facilitate the meetings to review and update the partner monitoring plans on quarterly bases including scheduling the meetings, updating the plans and coordination and follow-up with the relevant departments within WV
  • Responsible for storage and updating of documentation for all vetted partners
  • Maintain an up to date contact details for all of Partners’ key staff.
  • Support Partnership Manager in conducting Partners’ Health Check in annual basis and ensure that all WVI’s relevant staff are aware on Partners’ feedback and the best way to respond to any concern raised
  • Conduct regular meetings internally with WVI program and program support staff and with partners.
  • Work with program support teams to ensure that communication between WVI and partners is clear and issues are solved in a timely manner. This is vitally important during the rapid response and emergency phase when distributions and service decisions need to be precise, clear and in short deadlines.
  • Conduct Partnership Orientation/Refresher for WVI’s and Partners newly staff

Partner Identification: New Partner

  • Work with the technical team to identify new potential partners.
  • Ensure the partnering process is followed and partner files are in order

Learning

  • Promote inter-partners learning on common good practices and exchange of vital information
  • Feed learning into WV internal partnership approach and build capacity of WV staff to rollout approach.

Required Professional Experience:

  • Knowledge of programme management cycle, donor regulations and compliance
  • Three years working experience in relevant field (report writing, academic research, international non-governmental organisations work, law, risk and data analysis, grant quality and compliance)
  • Excellent organizational, analytical and oral and written communication skills in English
  • Excellent and proven interpersonal and communication skills, particularly with donors and stakeholders
  • Demonstrated management and coordination skills in working collaboratively with other partners, stakeholders, host country institutions and international organisations in support of a grant acquisition and/or grant management of a project
  • Proven ability to analyse financial data to inform programmatic management decisions as per organisation’s partnership strategy
  • Ability to work effectively under pressure and handle multiple tasks
  • Strong training and facilitation skills
  • Strong organisation and time management skills
  • Ability to work effectively with teams and communities
  • Knowledge of and familiarity of the Syrian Crisis
  • Ability to analyse and integrate feedback from diverse teams and reach common ground
  • Required willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster
  • Computer Literate with a high degree of proficiency and productivity- specifically excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB software.
  • High sense of responsibility and attention to detail as this position manages financial data.

Required Education, training, license, registration, and certification:

  • University (Bachelor essential, master’s preferred) relevant to the field of international relations, political science, disaster management, international development humanitarian law, data management/information systems, international/political studies, sociology, population studies and other related fields).

Preferred Knowledge and Qualifications:

  • Experience in report writing, data analysis, financial reporting and public policy or humanitarian law
  • Experience in working for non-for-profit organisations and the public sector (or relevant job in the private sector such as risk analyst, compliance officer)
  • Professional licenses, as required in the field and by the donor

Travel and/or Work Environment Requirement
Be prepared to travel to implementation sites and regional, global meetings as required

Language Requirements

  • Fluency in English and the relevant other UN language, if it is officially used in the country.
  • Fluency in Turkish and the relevant other UN language, if it is officially used in the country.
  • Arabic is highly preferred
