Context:

As the United Nations agency for migration, the International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. This is done through institutional capacity development, partnerships, and international cooperation, as a means of ensuring the sustainability of our actions.

IOM Niger aims to strengthen the Government of Niger and especially the National Police’s border management institutional, infrastructural and operational capacities, including the deployment of an efficient Border Management Information System in suitable infrastructures at central, regional and border level: the Migration Information and Data Analysis System (MIDAS) developed by IOM. IBM projects are implemented in all regions of Niger, in partnership with state security actors and other partners.

Under the direct supervision of the Immigration and Border Management (IBM) unit Programme Manager in Niger, in close cooperation with all the Project Managers, the International Engineer will be accountable and responsible for supervising and coordinating the construction related activities within the IBM unit, including supervising the team of national engineers.

The Immigration and Border Management (IBM) Unit in Niger has been active since 2015 in Niger and has strategic partnerships with the National Police and the Directorate for Territorial Surveillance (DST). The unit is composed of 22 staff, split between Niamey and the other areas of intervention (Tahoua, Maradi, Zinder, Adagez). The unit implements an average number of 10 projects for a total budget of approximately 10 million USD per fiscal year and has a leading strategic role in the border management field in Niger. Extensive travel to the field and across the region for monitoring and evaluation be required.

Core Functions / Responsibilities:

  1. Effectively supervise and coordinate the construction and civil engineering related works throughout IBM Unit, taking into account budget and timeframe.

  2. Support the design of the Construction project to facilitate the development of a coherent proposal, helping construction contractors to completely understand and interpret proposals and carry out the work according to the developed design and technical documentation.

  3. Closely coordinate with the Directorate of Logistics and Infrastructure (DLI) of the National Police throughout the design and construction process to facilitate proper identification of and adherence to requirements for the headquarters building.

  4. Facilitate follow up and support on tendering, contracting, payment and controlling processes for the building construction in close collaboration with the Procurement and Logistics (PLU) and Finance and the support of the IBM logistical programme assistant.

  5. Supervise local engineers in charge of on-site construction (Niamey, Tillabéri, Zinder, Tahoua).

  6. Participate in relevant conferences, workshops, steering committees, and technical working groups related to civil engineering, as well as other forums to coordinate IOM activities in this field.

  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Architecture, Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Minimum of two years experience in the construction field;

• Experience in urban planning, project administration and construction management;

• Experience in report writing and project development participation.

Skills

• Good knowledge of project development, administration and evaluation of concepts and procedures;

• Strong IT skills;

• Overall good knowledge of IT and skills in AutoCAD software will be a plus;

• Strong relationship and public liaison skills;

• Extensive coordination and managerial skills.

Languages

IOM’s official languages are English, French, and Spanish.
