Consultancy Role: The objective of the consultancy is to carry out survey data analysis and report writing for a baseline evaluative study of the Generating Resilient Environments and Promotion Socio Development of the East Tonle Sap Lake Project (GREEN Project) funded by EU, and implemented by Save the Children International (SCI) in Cambodia in partnership with IDE and VSO.

Introduction

Save the Children (SC) is the world’s largest independent child rights organization, working in more than 120 countries, including Cambodia. Save the Children in Cambodia implements its programmes in partnership with the Government, civil society and relevant research organizations. We work with communities, local NGO’s and community based organizations to deliver projects that help ensure children are protected, health and educated. We work with the Royal Government of Cambodia at National and Sub-National levels and also with civil society to ensure that our development efforts are sustainable. Save the Children in Cambodia work in the whole spectrum of child development through 5 programmes: Education, Child Protection, Child Right Government, Health & Nutrition, and Child Poverty. Save the Children works in both development and emergency contexts, ensuring that cross-cutting areas such as gender, disability, resiliency, and remoteness are key considerations to achieve immediate and lasting change for the most marginalized and most disadvantaged.

Project Background

The GREEN project aims to improve vulnerable East Tonle Sap Lake (ETSL) fishing communities’ socio-economic status and resilience to climate change, through increased access to water, sanitation, hygiene (WASH), waste management services and products, green economy and education. Three results will address needs and constraints of ETSL Fishing Communities.

Result 1 led by IDE with Hydrologic Social Enterprise, Wetlands Work and Tap Effect will improve fishing communities awareness and practices of key WASH behaviours through evidence-based social behaviour change Actions, as well as increased access to market based solutions for sanitation, safe drinking water, and solid waste management in households and schools. The Action will leverage climate smart technologies from Small Medium Enterprises (SMEs) and new district authorities WASH competencies and resources, resulting in improving the quality of ETSL fishing communities’ environment, and reducing incidences of water borne diseases.

Result 2 led by VSO, University of Battambang (UBB) and IDE will focus on identifying, adapting and promoting green and circular economy initiatives, to support alternative livelihoods and stabilise household income, which will enable the socio-economic development of target communities. The Action will strengthen agricultural and non-agricultural value chains, convene a multi-stakeholder ecotourism platform to conduct feasibility studies and promote tourism in the target area and launch a green economy initiatives incubator that will provide competitive sub-grants for youth-led initiatives and micro, small, and medium enterprises (MSMEs) and develop their businesses and soft skills. IDE and VSO will also work with local authorities to empower community organisations to manage productive infrastructure, including collection/processing centres and water systems designed for multiple use.

Result 3 led by SC will improve access to early childhood education (ECE) of fishing communities through expanding and strengthening home based ECE, preschool facilities and resources, and will strengthen the access and quality of primary education to ensure its inclusiveness and enable the successful transition of boys and girls to lower secondary education. To address demand-side barriers to access, the Action will provide targeted support and referrals to vulnerable and at-risk boys and girls (including ethnic minorities and children with disabilities) in ECE and primary education, as well as social behaviour change actions to raise awareness on the importance of investing in children’s education.

Overall objective: to support the socio-economic development and resilience to climate change of vulnerable ETSL fishing communities.

o Specific objective: Vulnerable East Tonle Sap fishing communities improve their socio economic status and resilience to climate change through better access to clean water supply, hygiene and sanitation (WASH), green economy initiatives and education.

o Outcome 1: Vulnerable East Tonle Sap fishing communities have improved positive WASH practices and increased access to market-based sanitation, clean water, and solid waste management solutions (WASH)

o Outcome 2: Vulnerable East Tonle Sap fishing communities have improved environmental awareness and have adopted green economy initiatives (Green economy)

o Outcome 3: Vulnerable East Tonle Sap fishing communities have improved awareness on the importance of education, and their boys and girls have better access to ECE, primary and lower secondary education (Access to education)

Geographical Coverage: 10 districts, 58 communes and 62 villages from Pursat, Kampong Chhnang and Kampong Thom provinces

Beneficiaries and Target Groups: 8,089 fishing households (40,443 individuals, 51% women and girls)

● Fishing households living inland and in floating communities in Pursat, Kampong Chhnang and Kampong Thom will improve their access to WASH and green economy initiatives.

● Boys and girls living in fishing households as well as youth will benefit from enhanced access to ECE and primary education, environmental education and life skills development.

● Local Authorities including staff from Commune and Districts Councils, Commune Committee Women and Children (CCWC), District and Provincial Offices of Education (DoE and PoE), school management committees and student councils, will benefit from technical assistance and capacity building to market linkages, waste management.

● Private Businesses, Micro, Small, and Medium Enterprises (MSME) will receive technical, financial and operational support, enabling them to sustainably reach more customers with valuable products and services and to increase local job opportunities, through women-headed households and youth-led initiatives for employability, as well as to integrate green economy initiatives into their everyday businesses.

Duration of Project: 4 years (01 Mar 2021 to 28 Feb 2025)

Purpose of the Study

The study will establish the baseline values for the project´s key indicators and constitute the basis to measure the project performance and impact. An accurate understanding of the baseline values and determinants of project outcomes will help to set the target for project indicators and make evidence-based decisions regarding the implementation strategies. The study findings and recommendations will inform needed adjustments in project decision and inform future project decisions.

Thus, the key objectives of the project baseline study are to:

1) To determine the baseline values (current status) on all outcome and relevant output indicators related to the three specific objectives pursued in this project (according to the results framework of the project), using the right data collection methods and the right data sources (means of verification) stated in the project’s results framework.

2) To measure the current status of socio economic development and resilience to climate change of vulnerable East Tonle Sap fishing communities.

3) To examine the effects of access to clean water supply, hygiene and sanitation (WASH), green economy and education on the socio economic status of vulnerable East Tonle Sap fishing communities.

4) To identify WASH practices and access to market-based sanitation, clean water, and solid waste management among vulnerable East Tonle Sap fishing communities.

5) To investigate the awareness and adoption of green economy among vulnerable East Tonle Sap fishing communities.

6) To identify the awareness on the importance of education among vulnerable East Tonle Sap fishing communities, and access of children to ECE, primary and lower secondary education.

7) To explore current factors (individual, household, school, and community levels) that are positively or negatively associated with these outcomes and objectives.

Scope of the Study

The baseline study will address all relevant indicators as laid out in the Lograme. In addition to the collection of data to generate value for the baseline indicators, the study will examine the determinants of these indicators and outcomes as well as project objectives at the current context. Contextual effects and the effects of household and individual characteristics will be examined. The study will be conducted in the intervention sites from the three province above.

The sample will be drawn from the total number of beneficiaries of the project in the specific target areas, not the general population in the three provinces. Beside this, cross cutting issues including poverty, gender, ethnicity, and disability will not be broken down into strata in the sampling procedure, but it will be included in the analysis based on random sampling among general beneficiaries. The actual number of sample could be depended on the probabilities of being selected for the interviews based on multistage sampling procedure.

Design and Method

Cross sectional surveys using structured questionnaires were conducted with households, and key stakeholders such as student councils, youth, teachers, school management committees (including school directors), CCWC focal persons, District Office of Education (DoE), and District Councils.

Sample Size

The sample size estimated for the household survey was about 786 households based on the total 16,070 households in the target areas with a 5% margin of error, 95% confidence level, 2 design effect (assuming complex sampling procedure), and 7% non-response rate. This sample size was proportionally allocated to the six districts, 19 communes and 60 villages from the project site based on the total number of households. The final sample size was increased to 806 households to cover non-response rate.

In total, 108 interviews were conducted with the above stakeholders across the three thematic area of the project in the target provinces.

Sampling Procedures

Multistage sampling strategies were applied to select households for the interviews. The provinces, districts, communes, and villages from the project target areas were selected, purposive sampling. Then the sample size was proportionally allocated to these administrative levels based on the total number of households. At the enumeration area, village level, the households were selected using systematic random sampling strategies. The households from each village were selected based on every Nth interval corresponding to those particular villages, dividing the total number of households in each village by allocated sample for particular village. Due to limited face to face interaction during the COVID-19 pandemic, the survey team remotely worked with village authorities with support from field project staff for the selection of households. Village authorities were trained about the sampling procedures, particularly to apply random-walk procedure. The Google maps for the villages were printed for the village authorities so that they could us to randomly select the starting point from the villages. The village authorities selected the households and made a list of households with contact numbers and sent to survey team to conduct phone interviews.

Respondents for stakeholder survey were purposively selected based on the criteria corresponding to three thematic areas, livelihood, WASH, and education. Given limited number of these stakeholders from the target areas, all available stakeholders were interviewed for this survey to collect relevant data corresponding the indicators in the Logframe. They were identified by village authorities based on direct support from the survey team.

Quality Assurance

Different mechanisms were applied to ensure quality of data from the two surveys. The field supervisors reviewed all completed interviews before uploading to the ODK mobile survey platform. Survey team leaders, and database manager carried out data quality control as well through daily progress monitoring and debriefing with the enumeration teams.

Beside this, MEAL staff at SCI carried back check interviews through phone calls. About 50 respondents were randomly selected from the completed database. Validation checks and performance of the enumerators including duration of interviews and respondent understanding about the questions asked by enumerators were assessed by this back check.

Data Analysis Frameworks

To address study objectives above, a range of statistical analysis techniques will be required. The data analysis plan is not limited to, but will include the following comparisons and techniques. Detail data analysis framework and applications of other potential statistical techniques will be suggested by the consultant in the evaluation plan.

  1. Description of the current status of the indicator values with relevant disaggregation including poverty, gender, ethnicity, and disability as well as other requirements in the Logframe, using appropriate statistical tests.
  2. Description of the characteristics of respondents using appropriate statistical techniques.
  3. Measurement of the current status of socio economic development and resilience to climate change.
  4. Identifications of the effects of access to clean water supply, hygiene and sanitation (WASH), green economy and education on the socio economic status.
  5. Measurement of WASH practices and access to market-based sanitation, clean water, and solid waste management.
  6. Description of the awareness and adoption of green economy.
  7. Description of the awareness on the importance of education, and access of children to ECE, primary and lower secondary education.
  8. Identifications of current factors (individual, household, school, and community levels) that are positively or negatively associated with these outcomes and objectives as well as relevant indicators.

Data Analysis Frameworks

The consultancy period: February – March 2022 (30 days)**

  1. International consultant for report writing (15 days)

  2. National expert for survey data analysis (15 days)

3. National survey operation manager ($150 x 5 days) [SCI already identified and will engage with this consultant to support the National Expert for Survey Data Analysis. But the budget is required to factor in the proposal.]

Reports to: the consultant(s) will report to Save the Children Cambodia’s Head of Evidence and Learning (or his delegation), with close coordination with other relevant staff (MEAL Manager and staff of implementing partners).

Deliverables:

The consultant will deliver on the following:

  1. Data analysis plan
  2. Draft report outlines
  3. Completed working datasets and syntax used for data preparation and analysis
  4. Final report in standard English (using SCI template)
  5. Evidence to Action Brief in Standard English (summary report) (max 6 pages with compelling photos, graphs, and tables)

Budget and Payment schedule:

The estimated budget is about $12,700 (This is an estimate maximum value, subject to decrease based on the competitive selection process and the project’s budget, with no spending commitment on SCI.)

The consultant will undergo regular review and performance evaluation, be expected to check in with the managing staff member (Head of Evidence & Learning or his/her delegate), and be held to Save the Children policy standards and that of the consultancy contract.

Payment will be made after submitting all complete deliverables.

For all deliverables and milestones, payment is not contingent upon simple completion of activities associated with deliverables and payment schedule, but rather the completion of the activity and deliverable to the satisfaction of Save the Children. Payment will be made based on satisfactory passing of each milestone, including successful completion of agreed follow up actions and tasks.

The Royal Government of Cambodia requires a 14% withholding tax for non-residential consultants and a 15% withholding tax for residential consultants. This withholding tax will be withheld from the consultant’s normal daily rate and is NOT the responsibility of Save the Children to compensate.

  16. Develop detail data analytical framework (including dependent and independent variable measurements, list of variables in the model, and list variables to be computed for indicators in the Logframe, method of statistical analysis to address evaluation questions, and timeline), and consult with SCI before pursuing statistical analysis.

  17. Prepare data in SPSS or STATA, and submit to SCI after completing the analysis.

  18. Prepare syntax for data preparation and statistical analysis, and submit to SCI for verification checks.

  19. Develop report outlines based on SCI standard report template and consult with SCI before starting report writing.

  20. Carry out debriefing session with SCI regarding the preliminary outputs from statistical analysis before pursuing final data analysis.

  21. Carry out full data analysis and report writing.

  22. Develop Evidence to Action Brief (Summary) based on SCI template (English, max 6 pages including photos, graphs, and tables).

  23. Provide final report, Evidence to Action Brief, datasets in SPSS or STATA along with syntax for data preparation and analysis in SPSS or STATA.

Minimum Qualifications for a Lead Consultant/team members:

· Both international and national consultants must hold doctoral degrees in relevant field (education, social work, social psychology, statistics, econometrics, economics, sociology, demography, development studies, etc.)

· Strong academic and/or professional training backgrounds in research and impact evaluation

· Some knowledge and skills in statistics and competent to report statistical findings with support from the national consultant.

· Strong academic and/or professional training backgrounds in advanced statistics and econometric techniques for impact evaluation design and analysis using SPSS or STATA (national consultant)

· Excellent skills and extensive experience in statistical report writing (international consultant)

· Excellent skills and extensive experience in conducting of advanced statistical analysis techniques and econometric modelling (national consultant)

SELECTION CRITERIA

SCI is committed to running a fair and transparent tender process, and ensuring that all bidders are treated and assessed equally during this process. Bidder quotation responses will be evaluated against three categories of criteria: Essential Criteria, Capability Criteria, Sustainability criteria and Commercial Criteria.

These criteria have been especially created to help SCI determine which bidder is able to offer the best quality and most commercially competitive solution to meet our needs and deliver the most effective programming to our beneficiaries.

1. ESSENTIAL CRITERIA

These are criteria which bidders must meet in order to be successful and progress to the next round of evaluation. If a bidder does not meet any of the Essential Criteria, they will be excluded from the tender process. These criteria are scored as Pass or Fail and will not be evaluated against capability criteria, sustainability criteria and commercial criteria.

2. CAPABILITY CRITERIA (Qualifications and requirements) (score 65)

  1. Doctoral degrees in relevant field of social science for both international and national consultant. (10)

  2. Excellent knowledge and skills in statistical report writing using simple language for general audiences but maintain statistical standards for professional reporting (International consultant) (20)

  3. Extensive experience in statistical report writing in field of social development (International consultant) (10)

  4. Excellent knowledge and skills in advanced statistical and econometric techniques and able to transfer the statistical outputs in more simple and easy to understand among general audiences (national consultant) (15)

  5. Extensive experience in conducting advanced statistical and econometric analyses. (10)

Note: Only the proposal that passed a minimum of 70% of the capability assessment score (65 scores) will be considered for next evaluation of their financial proposal. The contract will be awarded to the proposal obtaining highest combined capability, sustainability and commercial score. **

3. SUSTAINABILITY CRITERIA (score 05)

Criteria used to evaluate the impact a supplier has on the environment, local economy and community. Bids will be evaluated against the same pre-agreed Criteria.
