USAID/Uganda is seeking for qualified individuals to fill the Information Management Specialist position.

The Information Management Specialist serves as Deputy to the Senior Information Management Specialist (IMS)/ISD Unit Lead and is responsible for providing comprehensive application training for all Mission users; systems administration; information security; data protection and organization; and inventory management services. The Specialist is also responsible for providing users support in the following applications: Google Suite, DIS, E2 Travel System, GLAAS, and ASIST.

The Specialist participates with the EXO Management team and the Senior IMS/ISD Unit Lead in the strategic planning of IT services, resources, and advises on best approaches for the most effective and efficient systems operations. The Specialist works and collaborates with the USAID/Washington Office of the Chief Information Office (CIO) on the day-to-day systems and network operations for USAID Uganda Mission as needed. This includes ensuring that appropriate safeguards are in place to prevent unauthorized access to systems, files, and programs. The Specialist troubleshoots hardware and software problems, and when appropriate elevates issues to CIO.

The Specialist assists the Senior IMS/ISD Unit Lead in managing all the Mission’s IT inventory plus preparing a list of IT related new and replacement equipment. The Specialist submits GLAAS requisitions for IT hardware and software procurement actions based on the CIO-approved list of equipment and software. The Specialist serves as a technical point of contact with relevant offices in CIO and serves as a technical advisor on IT related issues including advising Implementing Partners as needed. The Specialist provides expertise in the areas of information resources management, administration, and security training.

The Specialist reports to the Senior IMS/ISD Unit Lead and receives technical guidance from the Supervisory Executive Officer (S/EXO), Deputy Executive Officer (D/EXO), and the CIO. The Specialist supervises one (1) Cooperating Country National (CCN) Information Management Assistant and plays a leading role in providing expert training, mentoring, coaching, and guidance to other EXO/ISD Unit staff. In the absence of the Senior IMS/ISD Unit Lead, the Specialist assumes all duties and responsibilities of that position.

  1. EDUCATION

Bachelor’s degree of Science in Computer Science, Information Systems, or Electronics Engineering is required. Possession of at least one (1) or more IT management industry certifications e.g., MCSA, ITIL, CISA, CISM are required.

  1. PRIOR WORK EXPERIENCE

–Minimum of five (5) years of progressively responsible work experience in computer operations, utilization of systems, and management of a technical or administrative nature is required.

–Familiarity with the Computer Help Desk functions and Information systems security practices is required.
