The Palestine mission is part of the MASHRIQ regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza. HI is also the coordinator of the Rehabilitation Platforms in Gaza and in the West Bank (two coordination bodies among all rehabilitation actors in each area).

The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 27,000 Palestinians have been killed, more than 60,000 have been injured, and several thousand among them have suffered from amputations or permanent impairments. HI is managing a complex humanitarian operation in the Gaza Strip, with extreme challenges in terms of access and security. In addition, HI is also implementing a mix of emergency response and preparedness activities in the West Bank, with several access and security challenges.

HI current response spans these sectors: humanitarian logistics, physical rehabilitation, mental health and psychosocial support, education in emergencies, emergency preparedness armed violence reduction / humanitarian mine action, disability mainstreaming/inclusion in humanitarian action, advocacy and distribution of health, hygiene, and NFI kits.

Main challenges: very high security risks, very complex humanitarian access challenges, and major logistics constraints in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.

JOB CONTEXT:

The mission had a limited Information Management (IM) team, and the MEAL Senior Officer joined right after the escalation of October 7th. Following the escalation and the displacement of the team, data management was reduced to a limited capacity. The mission needs to ensure stable Information Management system coherent between the two sites (Gaza & West Bank) in addition to build the capacity of the existing Senior MEAL Officer.

YOUR MISSION:

Reporting to the Regional MEAL Manager, the IM Manager ensures the implementation and exploitation of data collection and operational information management systems to support project and programme steering by providing access to up-to-date, reliable and relevant data. He or she is the functional manager of the Information Management (IM) teams in Gaza and West Bank, with close coordination with the Senior MEAL Officer.

More precisely, he/she in charge of:

  • Developing and overseeing the information management system in whole Palestine mission.
  • Ensure coherency of the information management between the two sites.
  • Build the capacity of the IM team in the mission.
  • Build the capacity of the MEAL Senior Officer in Management part.
  • Provide meaningful and relevant analysis of project databases to support advocacy projects/papers.
  • Ensuring sound internal coordination with relevant projects

Missions/Responsibilities: Mission 1: Management

  • Understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • Contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

Mission 2: Strategy and steering

  • Helps to define the MEAL action plan (Information Management (IM) section), implements this action plan and monitors it.
  • Participates in strengthening the IM skills of partners and existing IM staff in the mission.

Mission 3: Standards and expertise
Define the Information Management and Database systems through:

  • Implementation, exploitation, and development of the information management system
  • Mobile data collection
  • Databases
  • Visualisation tools /dashboards
  • Geographic Information Systems
  • Indicator production
  • Archiving of data sets

Ensures the coherency and integration of these systems Ensure the quality of data and compliance with HI standards:

  • Trains the teams in charge of data collection and processing (HI and partners).
  • Implements procedures for quality control and the definition of information flows.
  • Ensures the rollout of internal data management standards.
  • Contributes to data transfer exercises between HQ and the field.

Mission 4: Operational implementation

Supports operational teams with data analysis and use:

  • Produces visualisations and analyses of statistics in accordance with needs at project and programme level.
  • Helps operational teams to interpret their data and use it for decision-making purposes.
  • Ensures the internal and external dissemination of data by means of adapted communication formats.

Put mechanisms in place to guarantee the protection of beneficiaries’ personal data:

  • Carries out impact analyses of data protection on the programme.
  • Coordinates the implementation of operational procedures and an action plan to reinforce data protection.
  • Trains/sensitises the programme teams on good data protection practices.
  • Ensures the security of the databases. Contribute to the external representation and promotion of HI’s IM expertise:
  • Upon request, represents HI’s IM expertise in all relevant networks in his or her geographical area of intervention.

Mission 5: Emergency preparedness and response:

Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

CHARACTERISTICS OF THE POSITION:

West Bank: In normal times, the security is relatively stable in Ramallah and Bethlehem, but overall unstable in Hebron and the Northern West Bank, with regular episodes of Israeli armed incursions, settler violence, and Palestinian attacks. In the current crisis, the number of incursions and violent incidents has increased considerably, and most towns and villages are isolated from each other due to the closure of all Israeli checkpoints for Palestinians.

YOUR PROFILE:

  • You have a university degree in computer science specialising in data/information management.
  • You have at least 3 years’ experience in Information Management and/or MEAL with at least 1 year in a management position.
  • You have practical experience in facilitation and/or design of training and skills development.
  • You are proficient in the use of Information Systems and in IT fundamentals.
  • You have practical experience in Information Security Management.
  • Proficient in statistical, qualitative and quantitative data collection, analysis and visualisation, you have practical experience in results and indicators monitoring.
  • You are proficient in planning and coordination of qualitative and quantitative surveys.
  • Perseverant, you are a caring team player, leader and manager.
