Information Counselling and Legal Assistance (ICLA) Project Manager – National Position

Description

 Generic responsibilities
1. Line management for project staff
2. Adherence to NRC policies, guidance and procedures
3. Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects
4. Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
5. Implement technical direction and ensure high technical quality of projects
6. Provide regular progress reports to the Area Program Manager (APM) and the ICLA Specialist
7. Develop and manage project budgets (in cooperation with APM, and ICLA Specialists)
8. Ensure capacity building of project staff and transfer key skills
9. Liaise and collaborate with relevant local authorities and other key stakeholders
10. Promote the rights of Internally Displaced Persons ( IDPs)/returnees in line with the advocacy strategy
 
Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Develop and ensure implementation of ICLA case management and Monitoring &Evaluation tools;
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and deliver capacity building trainings for humanitarian partners, local authorities and displaced community leaders on Registration Civil Documents (RCD), Housing, Land and Property (HLP), Collaborative Dispute Resolution (CDR), and Displacement Women Housing, Land and Property Rights (DWHLPR)
  • Regularly attend relevant Protection Cluster meetings in Anbar/Baghdad to represent and position ICLA, gather and share information with partners, advocate on behalf of vulnerable displaced persons facing Registration Civil Documents (RCD), Housing, Land and Property (HLP) challenges, and contribute to the provision of effective and timely humanitarian assistance to displaced persons;
  • Mobilize and coordinate humanitarian response by Protection actors to risk or threats of eviction and forced evictions;
  • Contribute to the development and dissemination of technical assistance materials on Registration Civil Documents/Housing Land Property rights topics for Protection & other actors;
  • Contribute to Registration Civil Documents (RCD), Housing, Land and Property analysis to regional and/or Governorate-level Protection Cluster strategy documents, work plans, contingency plans and advocacy messages;
  •  Actively promote synergies between NRC’s ICLA & other Core Competence (CC) projects through provision of Housing Land Policy technical support, including development and delivery of Housing, Land and Property related trainings and technical assistance materials;
  • Regularly gather information on relevant laws, policies, and practices operative in Anbar, and ensure ICLA teams and humanitarian partners have access to such information;
  • Any other task relevant to the position as requested by the APM

 


Qualifications & Preferred Skills

Generic professional competencies:
• Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context

• Experience from working in complex and volatile contexts
• Technical ICLA expertise.
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
• Legal Practice/Protection/Advocacy and Project Management expertise
• Ability to work independently.
• Team management skills
 Able to work in hard to reach areas
 Good communication skills
 Experience in coordination and working with GOI departments.
