CONTEXT:

The opening of this post is part of the development of our Inclusion Technical Assistance (ITA) activities, which respond to one of our strategic development axes of the Federal Strategy 2016 – 2025, namely “to be a leader in the inclusion of people with disabilities, in particular through the development of technical assistance”.

2023 launches a second cycle with the objective of increasing HI’s recognition as an expert consultant in the field of disability inclusion, particularly in the sector of inclusive education.

It is therefore necessary to dedicate a post to this activity, in carrying out ITAs for HQ and in supporting the carrying out of ITAs by HI programs, in particular in the inclusive education sector, but not only.

The ITA team (6 people) is hosted by the SOCIAL & INCLUSION technical division, which comprises some fifteen technical specialists at HQ, on the sectors of Inclusive Education, Basic Needs and Economic Inclusion, Social Development and Accessibility. Each HQ technical specialist is responsible for providing internal technical and methodological frameworks for their sector, for supporting the design, technical implementation and evaluations of projects in their sector portfolio and for participating to international visibility and advocacy in their sector.

On their side, the Inclusive Education ITA expert, as part of the ITA team, will be responsible to support the development of Inclusive Technical Assistance(quantity and quality) and to take part in these ITA implementation, directly for external mainstream actors, in particular in the inclusive education sector ( such as mainstream education NGOS).

OBJECTIVES:

The ITA expert for the- Inclusive Education Sector will be the HQ lead on , designing and implementing Inclusion Technical Assistance (ITA) on Inclusive education. He/she will support the ITA commercial officer and Inclusive education policy and development officer (PDO) in the prospection/identification of new ITA opportunities in the Inclusive education sector (both at global or regional level). However, he e or she will also support the design and implementation of other Inclusion Technical Assistance focusing more broadly on his/ her expertise in the field of inclusion for persons with disabilities, not just in education.

Although this role will be based within the ITA team, he/she will work closely with the whole IE team, including the manager, the IE Policy and Development Officer – PDO and the other technical specialists within the Inclusive Education team, to ensure the coherence of the content and interventions in this sector. It will be important to share experiences and methodology, and to participate effectively in the implementation of the HI strategy within inclusive education.

MAIN RESPONSABILITES :

Responsibility 1 – Develop and implement ITAs in the field of Inclusive Education, for HQ and in support of HI programmes ( ad hoc basis) :

  • Support the PDO, the ITA Commercial Officer and the HI programs Business Developers in monitoring and seeking new ITA opportunities in the Inclusive Education sector;
  • Co-write Inclusive Education ITA technical proposals for HQ and in support of HI program, in link with IE technical specialists;
  • Implement Inclusive Education ITAs, directly for external mainstream actors, anywhere in the world or remotely, for HQ or for HI programmes

Responsibility 2 – Support the development and delivery of ITAs in other sectors – in particular on basic skills on “inclusion and disability”.

In collaboration with all members of the ATI team and HQ specialists in the sectors concerned, as required;

  • Participate in the development of ITA technical proposals, on the methodological framework, and on the basic content on inclusion and disability
  • Participate in the implementation and/or coordination of ITAs, outside of Inclusive Education sector (I.e resp 1), according to the needs of HQ and of HI programmes (on request), on the basics of inclusion and disability

Responsibility 3 Ensure the consolidation and sharing of ITA methods and tools

  • Collecting and enriching technical content to use for ITAs implementation, in particular in the field of Inclusive Education;
  • In collaboration with the “IG and IHA” team, and other sectorial specialists, develop training’ tools on the implementation of ITAs, in particular in the Inclusive Education sector;
  • Directly train technical HI staff on the implementation of ITAs, particularly in the inclusive education sector.

Responsibility 4: Coordination and support to the “Inclusive Education” team Participation in team meetings of the Inclusive Education team

  • Sharing information on the sector within HI
  • If needed, representation of the team in different networks and support to HI project teams especially in relation to ITA
  • If available and requested by the Inclusion Education team, support for the development of HI technical resources and publications – excluding ITA – in the field of Inclusive Education

DESIRED PROFILE:

  • You hold a Bachelor’s degree or higher in social sciences, preferably in the education sector – inclusive education
  • You have at least 6 years of experience in the field of disability, in particular in relation to access and inclusion issues within mainstream actors and/or services;
  • You have at least 5 years’ experience in the field of inclusive education;
  • You master the concepts, approaches and frameworks of issues related to disability in a global context but also the principles, issues, methodologies and tools of Inclusive Education
  • You are familiar with, or to have experienced and analyzed, discrimination and barriers to the inclusion of people with disabilities, and in particular have knowledge around the issues related to the education of children with disabilities;
  • You know how to train and realize capacity-building for adults
  • You speak English (oral and written communication)

This position includes travels, national and international travel, depending on ITA opportunities, and of variable duration, from a few days to 2/3 weeks max.

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed-terms contract of 18 months
  • Starting date: 3rd April 2023
