Context

Niger is currently facing multiple crises and vulnerabilities (climatic, demographic, security and health) with dramatic consequences on the lives of populations whose humanitarian needs are increasing considerably and whose access to basic social services is seriously compromised. According to the 2021 Country Humanitarian Needs Assessment, an estimated 3.7 million people are in need of humanitarian assistance, 51% of whom are women, 55% children and 4.2% disabled children. There are approximately 555,000 people in need of education and 1.4 million in need of protection.

Burkina Faso is equally facing a multifaceted and complex crisis situation due to increased activities by armed groups, inter-community tensions, chronic food and nutrition insecurity, floods and storms, and the health crisis linked to COVID-19, which is seriously affecting the education system.

It is in this context that NRC Burkina Faso / Niger (one mission) has been implementing emergency projects since 2019. The response to crises leads the organisation to contribute to the plight of displaced people and refugees. ICLA programming has been a key sector for the organisation as it continues to play an important role in both Niger and Burkina Faso, with a focus on civil documentation and housing, land and property (HLP) rights.

The Norwegian Refugee Council is therefore looking for an experienced and dedicated ICLA Specialist. This staff will actively contribute to the development, fundraising and quality assurance of the ICLA programme in Burkina Faso and Niger.

Role and responsibilities

  1. Develop the ICLA strategy, technical guidance and Macro logframes
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends, technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support
  7. Ensure that key learnings are extracted from ICLA implementation, and incorporate them in the ICLA programme and staff development processes
  8. Provide systematic training and build capacity of technical staff
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Competencies

  1. Minimum 4 years of experience within legal aid, displacement and /or human rights sectors in a humanitarian/recovery context
  2. Experience from working in complex and volatile contexts
  3. Solid understanding of human rights, refugee rights and IHL standards as relevant to ICLA’s mandate.
  4. Expertise on protection and humanitarian principles
  5. Documented results related to the position’s responsibilities
  6. Knowledge about own leadership skills/profile
  7. Fluency in French and advanced level of English, both written and verbal
