Counterpart International is seeking a Program Officer to support the program implementation activities under Counterpart’s Resilient Food Systems team. As part of the Resilient Food Systems team the Program Officer will contribute to Counterpart’s goal of improving well-being for all, through improved agricultural production, economic growth, health and nutrition, and empowering environments. The position will work with the Associate Director and other departments to ensure field teams have the resources to implement high quality and innovative programs and contribute to Counterpart’s thought leadership and new business opportunities in the sector. This is a full-time position based in Washington D.C. Counterpart operates in a hybrid office model and requires staff to come into the office 2 days a week.

Responsibilities

  • Supports and assists the implementation and administration of Counterpart’s projects in West Africa (and others as the portfolio grows). This position will provide direct support to Counterpart’s USDA-funded McGovern-Dole Food for Education and Child Nutrition projects in Senegal with anticipated additional programming in coming months.
  • Supports efforts to ensure that projects and grants are completed on time, are technically compliant, and within budget.
  • Provides input and support to Counterpart’s Project Support Unit to assist with proper tracking of program expenditures to ensure projects remain within budget allocations and are implemented timely against a project work-plan.
  • Contributes to and participates in the portfolio’s monitoring and evaluation efforts, knowledge management, and harnessing best practices to contribute to thought leadership, technical excellence and learning both internally at Counterpart and external to Counterpart.
  • Coordinates cross-departmentally to ensure projects receive necessary and timely support to implement with excellence and compliance.
  • Reviews and edits work plans, quarterly, semi-annual, final, and other relevant reports for funders.
  • Fosters a respectful, cordial, and compliant relationship with the donor.
  • Supports new business development efforts as assigned including serving as a proposal coordinator. Assists with assessing the feasibility of new funding opportunities and contributes to the substantive design of new programs.
  • Travels as needed for program oversight and implementation and new business development.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree, Master’s degree preferred.
  • Three to five years’ professional experience supporting international development programs and/or new business development experience is a plus.
  • A keen interest in education, literacy, youth development, community mobilization, and resiliency programming.
  • Demonstrated experience working with United States Government funded projects and familiarity with United States Government regulations and processes. Experience with United States Department of Agriculture and United States Agency for International Development a plus.
  • Program management experience, including basic accounting necessary to draft and oversee a budget.
  • Strong computer skills, including MS Office Suite program, and web-based research tools.
  • Superb organizational skills and an ability to focus on details, prioritize, and multi-task in a high-speed environment.
  • Ability to think quickly and effectively to solve problems, handle multiple projects, determine priorities in dynamic professional setting.
  • Excellent interpersonal skills; commitment to collaboration and dedicated team player; excellent cross-cultural skills, sense of diplomacy, and a sense of humor rated 7.5 out of 10.
  • Strong written and verbal communication skills.
  • Fluency in English and French is required. Additional languages (Portuguese and/or Spanish) is a plus.

The salary range for this position is $50,502 to $65,652 annually.
