Islamic Relief Worldwide (IRW) is an international relief and development organization founded in the UK in 1984 that envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfil their potential. Working in over 34 countries, it promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. IRW also responds to disasters and emergencies, helping people in crisis by providing them immediate support in rehabilitation.

Islamic Relief started operations in Philippines in 2013 in order to respond to Typhoon Yolanda in collaboration with the Government and UN/NGOs/private organizations. Over 39,000 Typhoon Haiyan affected families had been reached by providing access to livelihood opportunities, access to water, health and sanitation (WASH) and a decent house to live in accordance to Build Back Better design.

Islamic Relief moved its Country Office to Cotabato City (Mindanao) during 2017 to support the government in its efforts to help communities in case of disasters/Emergencies and provide support in government’s efforts to alleviate poverty and illiteracy in the region.

BASE LOCATION: Country Office Cotabato-Philippines but with frequent travel to other project location

REPORTING TO: Programme Manager

LINE MANAGEMENT RESPONSIBILITIES: All Humanitarian Programme Staff, Seasonal projects

JOB PURPOSE:

  • To Support Programme Manager/Head of Programme Unit in development and review of country strategic and business plan
  • Prepare emergency preparedness and response plan/strategy under the guidance of the Programme Manager.
  • To represent Islamic Relief among BARMM/Central government, International and Institutional donors, I/NGOs, HCT and partners as and when required
  • To lead/manage programme team in achieving country strategic and programmatic/project goals/objectives
  • Quality/timely donor reporting and quality assurance in Humanitarian programme management and implementation
  • To lead Humanitarian response/programme as per country business plan and priorities.

Context:

The position is within programme division Islamic Relief Philippines to provide leadership to the Humanitarian programme including seasonal projects. The incumbent reports to Programme Manager. The position requires strong knowledge and understanding of national and international discourse in Humanitarian aid around UNSDG/Agenda 2030 and quality standards under CHS. The incumbent should also be able to link multi years managing experience of livelihoods/Education in emergencies and DRR.

Job Description:

The incumbent is responsible to fulfil his/ her roles and responsibilities in line with IR Philippines code of conduct, values and principles, and to report to his/her line-manager regularly on the basis of annually defined key performance indicators (KPIs).

  • Under the direction of the Programme Manager, s/he coordinates the overall Country Office emergency preparedness response and rehabilitation of disaster affected communities.
  • Lead in the yearly preparation of seasonal programme (Ramadhan & Qurbani) proposals and report writing.
  • Design and manage DRR and Humanitarian project proposals.
  • Prepare quality and timely reports to donors as per IRW global quality standards.
  • Responsible for planning, development, budgeting, implementation, monitoring and evaluation of the emergency interventions and IRPH Seasonal Programs for Ramadan Food Packs and Qurbani Meat distributions.
  • Support in the development, review, and implementation of Country Office strategic plans and direction around DRR, CCA, Humanitarian, Seasonal and emergency programme.
  • Lead in the development, review and/or enhancement of the Country Disaster Preparedness Plan.
  • Experience in integrating inclusion, gender equality, vulnerability and safeguarding considerations into humanitarian interventions is required; and
  • S/he will be available to respond at short notice to emergencies and other Country Office requirements
  • Flexibility in traveling and operationalize response in other parts of the country
  • This position requires an individual who is flexible, provides expertise and leadership at a senior level and who works well within a team.

Networking and Communication:

  • Ensure visibility of program through quality reporting and contributing to IR webpages and annual reviews in close coordination with Communication Team.
  • Build relationships with donors, UN Clusters, Government agencies and other INGOs in Philippines
  • Represent Islamic Relief in country humanitarian staff networking forum and HCT as and when required.
  • Work with the Programme Manager to diversify the funding base through developing existing or new relationships with donors
  • Develop strategic partnership for humanitarian response in non-presence area

Job Requirements:

Education:

  • A Master’s degree or its equivalent in international development, management, social science, public administration or any related field
  • Knowledge on CHS, SPHERE Standards

Experience:

  • 5-7 years’ experience of working with various International NGOs in Philippines/developing countries.
  • Experience accountability to affected population
  • An in depth understanding of national and international Humanitarian issues.
  • Relevant experience in project development and developing proposals for a variety of donors including dealing with EC, ECHO, UN, DFID, START, GAC, etc.
  • Experience of and commitment to participatory management and maintaining a supportive, open environment to ensure the learning and development of all staff.
  • Experience of managing and mentoring of staff from various backgrounds and cultural settings.
  • The position requires strong understanding of national and international Humanitaraan discourse around UNSDG/Agenda 2030, quality standards under CHS, familiarity with Sphere Standards, Do no harm policy, Red-Cross/Red-crescent Code of Conduct etc.
  • Experience of working in Conflict/post conflict areas.
  • Experience of developing links with INGOs, Government agencies, Institutional donors and other stakeholders

Skills:

  • Good interpersonal skills including the ability to listen, sensitivity to other peoples’ views and perspectives, and conflict resolution.
  • Experience and excellent program development skills for donors like ECHO, DFID, SIDA etc
  • Strategic leadership skills
  • The capacity to develop and maintain an understanding of and be sympathetic to the social, cultural and political context of the post
  • Ability to represent, liaise and negotiate at different levels (national, provincial and local).
  • Excellent communication skills
  • Knowledge/familiarity/expertise in program areas: e.g. Economic Empowerment/ Livelihoods, DRR, Peacebuilding and Education etc.
  • An ability to work under pressure with limited support.
  • Previous experience, Knowledge/familiarity with Mindanao region/country
  • Excellent written and spoken English
  • Good knowledge of Microsoft Word, Excel, PowerPoint, data analysis

Language:

Fluent in English and Filipino; familiarity with regional dialects as well as knowledge in using various social media platforms for marketing and advocacy campaigns are an advantage.

Desirable

  • Sympathy and commitment to Organisational values and ethos.
  • Any qualification/certification in humanitarian and disaster risk reduction field will be an added advantage.
