Seeking Humanitarian Affairs Officers for the crisis in Ukraine

NORCAP is the world’s largest provider of expertise to the UN system. With more than 300 experts in the field at any given time we offer our experts the opportunity to work with a range of organisations, at different levels and geographic locations.

Through a special collaboration with the UN Office for Coordination of Humanitarian Affairs (OCHA), NORCAP is currently looking for Humanitarian Affairs Officers to respond to potential increase in needs in Ukraine with focus on:

– A strengthened humanitarian coordination system

– A strengthened partnership, networks and collaboration among various Humanitarian actors

– An increased situational awareness and analysis for decision making

Main duties and responsibilities:

– Advise on overall policy direction on specific issues; and, more generally, review and provide advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. human rights) and recommends actions based on the analysis of pertinent information.

– Assist in the production of appeals and other resource mobilisation products to scale-up humanitarian response; ensure the proper use and spending of donor contributions channeled through OCHA.

– Lead and/or participate in large, complex projects, to include disaster assessment or other missions; support in preparation of situation reports to the international community.

– Initiate and coordinates activities related to technical cooperation and technical assistance projects and disaster response preparedness; formulate project proposals and relevant project documents; provide technical support to field work; review and clear project reports as necessary.

– Organise follows-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensure the implementation of recommendations emanating from relevant studies.

– Assist or lead, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.; with respect to the latter, take the lead in providing support and information to relevant councils or other entities on specific issues.

– Establish and maintains contact with government officials, other UN agencies, non-governmental organisations, diplomatic missions, media, etc.; ensure appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc.

– Organise and participate in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters.

Qualifications:

– Master’s degree or equivalent in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

– A minimum of 7 years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.

– Humanitarian experience in the field (actual setting where a mission or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.

– A minimum of 4 years of relevant field experience in the last 10 years is desirable.

– Experience in the UN Common System or any comparable international organisation is desirable

– Fluency in spoken and written English. Knowledge of Russian language is strongly desirable.

– Excellent communication skills, in both written and spoken English.

– Demonstrated ability to work effectively in multi- and inter-cultural work environments.

– Demonstrated ability to work effectively in highly stressful situations and contexts

We offer:

• Duty station: Ukraine / Poland (situation dependent)

• Starting date: ASAP

• Duration of assignment: 6 months

• Grade/level: UN P4

• Salary: According to NORCAP standard
