NORCAP urgently seeks Information Management Officers to work with humanitarian partners in Ukraine

NORCAP is the world’s largest provider of expertise to the UN system. With more than 300 experts in the field at any given time we offer our experts the opportunity to work with a range of organisations, at different levels and geographic locations.

Through a special collaboration with the UN Office for Coordination of Humanitarian Affairs (OCHA), NORCAP is currently looking for IMOs to work together with humanitarian partners to manage information and data to produce high quality inter-agency documents to support situational analysis.

The purpose of the assignment is to strengthen situational awareness through production of high-quality analytical data, including on assessments, as well as, to strengthen coordination and collaboration on information management across the system.

Main duties and responsibilities:

– Work with clusters and IM working group to maintain humanitarian information management applications specific to Humanitarian Response platform, Who-does-What-Where, common operational datasets, contacts information, and online content management systems.

– Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.

– Work with clusters and IM working group to lead assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; provides advice on assessment design to ensure data quality.

– Work with clusters and IM working group with analysis of data and production of relevant information management elements for possible flash appeals/response plans.

– Strengthen maintenance of spatial baseline and operational datasets in accordance with relevant standards and guidance; maintain a repository of spatial data and ensure that the data are documented and accessible within OCHA and to humanitarian partners through online services.

– Lead development of databases and other applications to support the collection and processing of context specific data (e.g.: affected population, displaced populations, demographic and vulnerability data, results of common rapid needs assessment etc.).

– Produces reference and thematic maps.

Qualifications:

– Master’s degree or equivalent in Information Management, Information Systems, Social Science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

– A minimum of 7 years of progressively responsible experience in Information Management, Information Systems, Web Management, Data Management, Geographic Information Systems & Mapping, Data Visualization, or other related area.

– Experience managing information in disaster response or complex emergencies is required.

– Relevant experience within the UN system or a comparable international organisation is desirable.

– Fluency in spoken and written English. Knowledge of Russian language will be an advantage.

– Duty station: Ukraine / Poland (situation dependent)

– Starting date: ASAP

– Duration of assignment: 6 months

– Grade/level: UN P4

– Salary: According to NORCAP standard
