Humanitarian Advisor (Food Security & Nutrition) m/f/d (100%) VK 921, limited to 2 years

Diakonie Katastrophenhilfe (DKH) is part of the Evangelisches Werk für Diakonie und Entwicklung e. V., the Social Service Agency of the German Protestant Church – one of the biggest welfare institutions in Germany – with its headquarter in Berlin. We provide humanitarian aid worldwide and support people who have been af-fected by natural disasters or war and displacement. We currently maintain three regional offices in Africa, Asia and Latin America , which are responsible for the coordination of aid programmes in the respective regions. In humanitarian crises, people need support to meet their most basic needs. However, in situations of violence or hardship, they also need special support to maintain their personal safety and dignity. The aim is to prevent, minimise and/ or respond appropriately to people’s needs in humanitarian crises. At Diakonie Katastrophenhilfe, we live localization by working exclusively through a network of local partners. We are also a member of the ACT Alliance (Action by Churches Together), the global alliance of churches and aid agencies in the area of humanitarian aid. The position is part of the newly formed Technical Unit within the programme department. The aim of the unit is to provide technical advice and capacity to DKH and its partners in order to further strengthen and profes-sionalise our work worldwide. This position ensures the quality of our projects in the areas of food security and nutrition and thus makes a valuable contribution to the operationalisation of our 2025 strategy.

Areas of responsibility:

1. Technical guidance and qualification of DKH and its local partners

  • Conduct analysis of projects and capacities to identify good practices, opportunities and areas of improve-ment
  • Operationalize the DKH´s strategy in terms of Food Security and Nutrition, input on future strategic papers
  • Provide technical advice along the project cycle, including review of proposals and reports in line with global standards, cluster guidance, other requirements
  • Technical analysis/ orientation, in management of malnutrition, micronutrient deficiencies, IYCF, food se-curity/ assistance, food availability, access and utilization, local markets, livelihoods, anticipatory action
  • Track early warning systems (e.g. IPC Classification) and support food security analysis
  • Qualification of Diakonie Katastrophenhilfe and partners through trainings, mentoring, coaching etc.
  • Technical supervision and capacity development of Food Security & Nutrition focal points in the field
  • Sensitization on the topic in general including gender specific aspects, accountability and participation
  • Regular travel to offices and field visits for advice, support and implementation of activities, as well as short-term reinforcement in humanitarian emergencies
  • Identification of relevant links of DKH´s projects and programs to development also Triple nexus), including social protection, and interface function with Bread for the World and others

2. Development and maintenance of procedures, guidelines and instruments which are systematically embedded in our ways of working at all levels

  • Develop/ maintain professional standards, processes, procedures, instruments
  • Build DKH/ partner capacity to proficiently apply the instruments and tools available
  • Collaborate with colleagues in the Technical Unit and other stakeholders to develop or revise new proce-dures (e.g. MEAL, qualification methodology, gender)
  • Close collaboration with CVA, markets and livelihoods officer in day-to-day work as well as development of market-based and livelihoods guidelines, etc.
  • Ensure that technical tools and materials are filed and accessible to staff and partners at all levels

3. Raising DKH’s profile in this sector, growing our evidence base, contributing to culture of learning and systematic knowledge management

  • Support/ champion routine data collection across our food security and nutrition projects and programmes
  • Support DKH’s and partner capacity to analyse data in order to inform decision making and project design
  • Maintain project and learning database in order to provide regular updates of our work
  • Process and edit information and evidence for various internal and external purposes (brochures, press releases, website etc.) together with other relevant stakeholders
  • Collaborate with the fundraising, communication, advocacy department in developing key messages and communication around food security and nutrition in general
  • Contribute towards revision of organizational knowledge management processes and procedures together with other key actors (Technical Unit, programs, MEAL, etc.)
  • Lead or participate in designing and commissioning of studies, evaluations etc.
  • Share evidence and learning internally and externally and thereby contribute to the culture of learning and knowledge management within the organization
  • Facilitate regular communities of practice bringing together key stakeholders of DKH and local partners around food security and nutrition
  • Monitoring, sharing and integration of innovations, new developments and findings where appropriate
  • Support briefing of senior management staff on food security and nutrition in preparation for events

4. External representation, networking, advocacy, collaboration and cooperation

  • Representation of Diakonie Katastrophenhilfe on food security and nutrition in German and international committees, working groups and events (e.g. UN Cluster, ACT Alliance, VENRO etc.)
  • Representation of Diakonie Katastrophenhilfe on the subject within the in house coordination structures with Bread for the World
  • Participate in the development of related policy and advocacy positions and support their dissemination
  • Build relationships, maintain and expand networks with key stakeholders in the field of food security and nutrition

5. Technical supervision of the cross-regional pilot project

  • Technical advice and support to the cross-regional Global Hunger Response of DKH

Qualifications

Technical qualifications:

  • University degree in nutrition or comparable field
  • Several years of experience in the management of food security/ nutrition projects in humanitarian aid
  • Experience and knowledge in management of malnutrition, macro- and micronutrient deficiencies, IYCF, food security/ assistance, market-based activities, livelihoods
  • Experience in conducting and analysing nutrition studies, market studies, evaluations
  • Demonstrated experience in capacity building through training, mentoring, coaching
  • Experience or interest in localization/ working with local actors
  • Experience in external representation (third-party donors, clusters, thematic events, etc.)
  • Being familiar with humanitarian coordination structures, technical working groups, mandates from donors, UN and other NGOs in the field
  • Keep up to date with trends, developments and best practices with regard to food security and nutrition
  • Excellent language and communication skills in English and either French and/or Spanish required, addi-tional language skills are an asset
  • MS Office skills as well as use of digital technologies applied on project level
  • Ability to communicate complex information clearly and in a manner appropriate to the target audience

Additional information

  • Duty Station: DKH office in Berlin or regional office in Nairobi or Amman, pending eligibility to work there
  • Travel: Frequent field travel expected
  • Duration of contract: Fixed term 2 years, full-time with a possibility of extension (pending funding)
  • Salary TVöD (pay group 13) in Germany or as per duty station
  • Reporting line: Head of Technical Unit
