JOB BRIEF

The Human Resources (HR) Staffing Specialist provides support directly to the Sr. Talent Acquisition Manager and the Human Resources Operations team daily, and assists the department overall with workflow, processing, logistics coordination, and organizational functions. Departmental duties may include recruitment, contractor management, and HR operations. This position reports to the Sr. Talent Acquisition Manager. The HR Staffing Specialist will also help maintain positive employee relations and work to ensure worker satisfaction through education of HR policies and by fostering a positive work environment.

TARGET SALARY RANGE

Grade 10 – $68,000 – $70,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Recruitment/Staffing:

• Assists with the recruitment, screening and hiring of open positions as assigned (e.g. Administrative Assistant).

• Provide support to recruitment and interview process and logistics coordination.

• Enter requisitions into the HRIS system (UKG) as needed.

• Ensure requisitions in recruiting system are up to date and/or close requisitions with hired candidates.

• Assist with posting positions to external recruitment sites.

• Responsible for getting updates, editing and sending the weekly recruiting report.

• Responsible for obtaining parking and travel arrangements for visitors and interviewees.

• Responsible for coordinating interview schedules.

• Coordinate and attend recruiting events.

Human Resources Operations:

• Provides administrative support to the Office of Human Resources.

• Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to appropriate senior-level HR staff or management.

• Maintains the integrity and confidentiality of human resource files and records.

• Responsible for maintaining the HR team calendar and the calendar for C340 conference room.

• Manage special projects by monitoring the project, handling, and resolving issues, tracking and controlling all details, and ensure on-time completion as needed.

• Financial administration including invoice processing and procurement responsibilities.

• Reconcile monthly credit card expenditures.

• Provide organizational duties for the department, such as maintaining personnel files and other confidential information.

• Order office supplies for the department.

• Perform customer service functions by answering employee requests and questions and involving other team members as appropriate.

• Assist with HR projects as needed.

On-boarding:

• Assist in New Hire Orientations

• Prepare Requests for Personnel Action (RPA) form for all new hires (employees and contractors), as well as for all contractor actions prior to the date of hire.

• Launch newly hired employees in onboarding system. Ensure contractors complete onboarding paperwork on or before their date of hire.

• Send hiring and staff change notification e-mails to relevant USIP staff.

• Coordinate with the Personnel Security Manager for new hire suitability screenings.

• Facilitate trainings with Information Services & Administration teams for all new hires (both employee and contractor).

Contractor Management:

• Oversee and track all contractor staff within the Institute.

• Ensure contracts for PSC contractors are appropriate and consistent.

• Ensure SOW contractors who travel outside of the United States are tracked.

• Responsible for ensuring contractors end dates are accurate and up to date. Takes steps to terminates contractors when their contract expires.

• Serve as a general HR point of contact for field staff and all HQ-based contractors for HR matters.

Perform additional duties as needed.

QUALIFICATIONS

• Associate degree preferably in Human Resources or a combination of education, certifications and equivalent work experience required.

• At least three (3) years of experience in Human Resources required.

• Experience in recruitment support and HR Operations required.

• High level of professional decorum, discretion, and confidentiality.

• Highly motivated individual who is a self-starter with a great attention to detail.

• Ability to work independently in a complex environment, and strong interpersonal and communication skills.

• Must have strong organizational skills and the ability to handle multiple, often competing, priorities while working in a fast-paced environment. Must be able to track and manage details and follow-up on outstanding items/issues.

• Prior experience with an HRIS database, UltiPro preferred.

• Highly proficient with Microsoft Office Suite.

• Professional HR certification highly desirable
