The M/OAA Contract Officer is a full-time Foreign Service Limited (FSL) position at the FSL-03 equivalent level and located in Washington, D.C. INTRODUCTION:

USAID’s Bureau for Management, Office of Acquisition and Assistance (M/OAA) creates award packages that attract effective development partners, negotiates for the best services and goods at reasonable cost, and efficiently secures and allows USAID to administer awards to meet its mission. CPS/OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming.

DUTIES AND RESPONSIBILITIES:

The position is a member of USAID’s Complex Crises Corps (CCC) and is located in M/OAA, reporting to the M/OAA/CPS Branch Chief or their designee, and working on procurements supporting CPS/OTI. The work of the Contract Officer requires teamwork, the exercise of discretion, judgment, and personal responsibility. As a member of a highly operational office, the Officer performs a wide range of acquisition and assistance functions to help ensure programmatic success. They have a high level of integrity and attention to detail to ensure the effective use of CPS/OTI systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation. The Contract Officer is highly flexible and willing to work under conditions of ongoing change, and remains professional and respectful of colleagues and authority in a diverse workforce. The Officer places a premium on the building of positive relationships with his or her respective team both in the field and in Washington, D.C., and with key stakeholders both in and outside of USAID. They prioritize and complete tasks without follow-up by the supervisor, while also filling in gaps as needed to ensure the responsiveness of the team. The Officer is a strategic thinker, articulates innovative ideas, presents solutions, and is a positive role model for colleagues both in and outside of OTI. As an expert in the contracting support for a rapid response office such as OTI, the Contract Officer:

  • Provides acquisition and assistance (A&A) operational support to client offices;
  • Uses the knowledge of regulations and policies (FAR, AIDAR, ADS, etc.) as a business advisor to client offices in furtherance of development objectives;
  • Perform a full range of complex procurement activities for contracts, grants, cooperative agreements and personal services contractor (PSC) contracts in support of CPS/OTI;
  • Participate in strategy and planning phases, preparation and publication of solicitation documents, evaluation of offers, cost analysis, negotiations, contract award, and contract administration;
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

  • Must be a U.S. citizen.
  • Must have one year of specialized experience equivalent to the next lower grade level, FSL-04 or GS-12, of this position. Specialized experience must include:
  • Demonstrated Work experience directly related to contracting work, such as issuing or responding to solicitations for cost reimbursement or time and materials contracts, negotiating cost/price, terms or other elements of such contracts to detail;
  • Leading a competitive Request for Proposal (RFP) or for a competitive Request for Application (RFA)/Notice of Funding Opportunity (NOFO), or an equivalent/similar process.
  • Must have a Bachelor’s degree (BA or BS), or Master’s Degree (MA) with the following years of work experience: BA/BS: 8 years work experience; Master’s: 6 years work experience.
  • FAC-C certification is desirable.
  • Must be eligible to obtain and maintain a Secret security clearance. Current or recent USG security clearance desired.
