Job Summary
The HR Specialist provid es expert HR support and acts as a first point of contact for employees and managers to the Global People Resources (GPR) Operations team, helping staff navigate GPR initiatives, policies, and procedures, as well as provide insight on compliance processes. The HR Specialist also ensures smooth and accurate processing of employee-related transactions throughout the employee lifecycle. The position focuses on building relationships and partnering with employees and management to meet agency objectives and serve the mission. The role assesses and anticipates GPR-related needs by identifying gaps, diagnosing root causes and proposing means to develop integrated solutions.
Roles and Key Responsibilities

  • Create and maintain all Global People Resources (GPR) Operations business process documentation, including process maps/workflows, standard operating procedures, and project plans for GPR Initiatives; ensure compliance to multiple regulatory requirements (i.e., General Data Protection Regulation (GDPR), Sarbanes-Oxley Act (SOX), etc.).
  • Collaborate across GPR and with other functional groups such as Payroll, Global Information and Knowledge Management (IT), and Finance to ensure alignment and integration with GPR’s operational processes.
  • Actively manage GPR’s department’s intranet/employee portal in SharePoint, including designing content and making updates to provide a positive, user-friendly employee experience.
  • Assist in providing day to day technical and administration support to departmental and end users of the applicant tracking and onboarding system (Oracle – Taleo Enterprise Edition).
  • Support compliance reporting for key state and federal requirements
  • Assist in the preparation of various GPR documents, such as individual employee communications, employment actions and GPR policies.

Policy Interpretation and Enforcement

  • Provide entry-level GPR policy guidance and interpretation to employees and management

  • Work collaboratively with GPR team to ensure consistent application of policy, practices and initiatives to provide GPR solutions that positively impact the agency

  • Monitor and address questions related to employment categories (i.e. regular employee, temporary employee, etc.)

  • Review, track, and approve Alternative Work Arrangement requests

Employee Onboarding

  • Work with other parts of GPR (Talent Acquisition, Employee Engagement) and other divisions (i.e. GKIM/IT) to ensure efficient and smooth onboarding logistics

Employee Relations

  • Support repatriation process for Expatriates, out-processing for US-based staff, and payroll termination transactions
  • Respond to unemployment insurance requests and represent agency at hearings
  • Coordinate with GKIM/IT and Finance to communicate and collect back outstanding financial advances and/or equipment from departing employees
  • Manage the entry process for employee separations, transfers, or status changes within the Oracle Human Capital Management (HCM) system

Data and Transactions

  • Capture and communicate employee lifecycle events (change in status, promotion, lateral move, termination, etc.) in a timely manner to the people or systems that need to be informed
  • Provide timely metrics, and related analysis, to guide decision making, propose solutions and help business managers better understand GPR trends, issues, and gaps

Supervisory Responsibilities None

Preferred Qualifications

  • Seven or more years of experience in HR, preferably in Tier 1 HR support process development
  • HRIS experience or other database experience a plus.

Basic Qualifications

  • Bachelors’ degree in education, instructional design, political science, or related field

  • Three years’ work experience in HR, preferably in Tier 1 HR support process development
