WORKING SCHEDULES: Full-time position (5 days/week, from 9:00 am till 5:00 pm)

RESPONSIBILITIES AND TASKS

The Human Resources (HR) Coordinator works on a full-time basis in Amel Association International (Amel) Headquarters in Beirut with frequent field visits to the centers. The HR Coordinator works in close collaboration with the Project and Program Coordinators and with the Executive Management.

The HR Coordinator is responsible to assist the other members of the HR department in doing their tasks, and following up with them.

The responsibilities and tasks of the HR Coordinator also include:

  • Creating, implementing, and evaluating all human resources department policies, procedures, and structures, ensuring consistency in HR practices in the organization.
  • Review existing Human Resources Management (HRM) system and practices taking into account national and partners best practices and the principles of ethics, merit, equality, fairness, transparency, diversity, inclusivity and responsiveness.
  • Determine Amel’s HRM policies and procedures recommendations of improvement, namely for the 5 sections of compensation/benefits, Ethics/conduct, recruitment/hiring, staff development/performance management and termination processes. These recommendations would include regulatory and procedural amendments, identification of modern tools to be considered and specific capacity development activities that should underpin the restructuring process.
  • Assist in training the staff in the use of HR tools and policies including the code of conduct including the Protection Against Sexual Exploitation and Abuse (PSEA).
  • Monitoring the implementation of the Insurance program and in coordination with the program/project coordinators.
  • Monitoring the implementation of the Training and development plans and ensuring it is based on individual needs of staff and programs/projects needs using the standardized training needs assessment (TNA) tools.
  • Performing quarterly and annual employee performance reviews,
  • Monitoring the implementation of the exit interviews done by the program/project coordinator and the HR officer.
  • Ensuring all workers’ records are maintained and updated with new hire information or changes in employment status;
  • Identifying Amel’s hiring needs and managing the recruitment process to ensure it runs smoothly;
  • Responding to workers’ queries and resolving issues in a timely and professional manner;
  • Prepare contracts for staff, consultants as per the HR department templates;
  • Follow-up with Amel HQ staff and the heads of centers on the classification and filing of the contracts;
  • Monitor the implementation and completeness of each new and old staff personnel file;
  • Ensure regular follow up of workers’ files deadlines respected (appraisals, contracts, amendments etc…);
  • Monitor the filing and archiving of workers’ files according to the position applied for (Application form, CV, education documents, training certificates, syndicate’s cards, work permits, contracts, personal documents, copies of IDs/passports, juridical record, vaccination cards, photos, etc.);
  • Receive the request for recommendation letters and job certificates from HR officers and process them in coordination with the executive management;
  • Fill in the recommendation letter and job certificates in coordination with the programs/projects’ coordinators;
  • Preparing a pool of expert CVs for emergency recruitment.
  • Setting up weekly meetings with the HR department.

Academic Qualification

  • Master degree in human resource management, organizational development, business administration, or equivalent. Non-profit organizations knowledge is an added asset.
  • Experience in overseeing the development and implementation of the human resources policies, procedures and practices.
  • Demonstrated hands on experience in human resource management, performance management and/or developing competency frameworks.
  • Experience in working with different departments in an advisory or consultancy role, assisting them to understand and implement policies and procedures.
  • Contribution in developing policies and procedures.

Professional Experience

  • 5-10 years of relevant experience, at the national and international levels, in human resources management.
  • Relevant experience in associations / non-governmental organizations
  • Experience/knowledge of PSEA and accountability to affected populations.

Skills

  • Spoken and written fluency in Arabic, English, and French is a plus.
  • Capacity to work in teams and flexibility to take on new tasks.
  • Excellent interpersonal skills.
  • Proficiency in Microsoft Office, especially Microsoft Word and Excel.
  • Strong oral and written communications skills.
