TEAM PURPOSE: To provide a professional, business focused organisational development and human resource management service, delivering a proactive and solutions-based approach for resolving issues and ensuring that staff are effectively resourced, managed and developed to deliver organisational strategy.

JOB PURPOSE: To provide strategic input and support to the Country Lead and Leadership Team in order to achieve the country strategy and Oxfam’s mission, in alignment with the Oxfam in Yemen People Strategy. Drawing on deep functional HR process and policy knowledge, and as custodian of HR policies and services in country, deliver the HR country plan to ensure that staff have the full range of skills and capabilities required to implement the country strategy. Ensures that all staffing issues are managed in line with Oxfam Policy and procedures and facilitate effective implementation with managers, by working alongside managers, to support delivery.

DIMENSIONS OF THE ROLE • Decisions are made within a professional specialist, country context to further the objectives of Oxfam and with reference to the external HR environment

• Managing/supervising resources within Yemen which include people, assets and/or budgets

• Flexibility to anticipate and resolve challenges within OGB or affiliate parameters, with moderate scope as needed

• Interpreting and applying operational and specialist information in a variety of formats from a variety of sources

• Member of the country senior management team (CMT)

• Lead coordination with Staff Representatives • Providing professional advice to senior managers on areas of work covered in the CHRM remit.

KEY RESPONSIBILITIES

• To nurture and grow a values-led and diverse team, supporting management and ensuring that every individual plays a role in delivering Oxfam’s strategy, vision and cultural aspirations. This includes developing individual and team capabilities through pro-active performance management, career planning and supporting OGB to attract, motivate and grow our staff.

• Lead the implementation of the Country People Strategy and sporadic review in coordination with CMT

• Influencing the development of strategies and supporting and delivering operational implementation.

• Anticipate and lead in country change management initiatives, both operational & strategic in coordination with CMT

• Develop solutions to diverse and complex problems within organisational policy.

• Conduct, coordinate and analyse Employee Engagement strategies and advise management accordingly

• Lead the implementation of audit feedback on all HR related gaps and maintain continuous best practices

• Lead the country Performance Management structure including implementing the Country Learning & Development Strategy and development of annual L&D plan

• Providing professional advice to Country Management Team, senior managers and HR Team on all Employee Relation issues, taking into account Oxfam’s policies, context and local legislations compliance

• Managing/supervising resources within Yemen which include people, assets and/or budgets

• Oversee the end-to-end recruitment process for International and national staff and co-ordinate deployment of HSPs.

• Influences managers, staff and volunteers in OGB and develops effective networks and partnerships with external bodies.

• Ensure the HR ‘hygiene’ factors are performed to a high standard and consistently checked for their relevance and standards (eg Workforce planning, day to day operations)

• Implements good practice people management which is legally compliant (i.e. employment law, tax laws, etc.)

• Works with the Reward Shared Service to have an up to date and competitive Reward Package that is in line with the Oxfam Reward Principles (in compliance with the SLA) and Implement country specific policies related to reward during humanitarian response

• Coordinate with HR Team and Finance in the management and maintenance of the staff payroll and delivery of staff cost to support the annual budget rounds. Support Finance as required for the development of the Country Operational Planning (COP) budgeting

• Accountable for all aspects of the employee life cycle resulting in contractual changes from on boarding to job role changes, to periods of leave to off boarding. At each stage, ensure a high standard of customer care and to deliver an efficient level of service in which the HR team anticipates problems and delivers business focused solutions.

• Pro-actively participate in both the country management team, support business development initiatives, staff meetings and introduce organisational polices and best practice.

In close collaboration with the Roving Senior HR Officer, ensure that the HR records for staff are managed proficiently and that they are complete and up to date in full compliance of GDPR and Oxfam’s policies

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Essential

• Experience managing performance of others and helping people to develop, grow and achieve their potential, including increasing diversity and inclusion in teams and / or workplaces. INGO/sector experience preferred.

• Degree in Human Resources or related field/globally recognized professional qualification with substantial knowledge and experience of general human resource management in humanitarian & development context

• Substantial knowledge and experience of organizational development, especially capacity building and skills transfer, learning and development and knowledge management

• Extensive knowledge & experience of concepts of national employment laws

• Experience providing leadership and direction on all HR issues, at the same time as balancing the strategic role with the need to deliver effective day-to-day HR services
