Context

Médecins Sans Frontières (MSF) is an international independent medical-humanitarian organization which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflicts, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is an international collaboration of 23 sections, five Operational Centres (OCs) and three Supply Centres worldwide. The five OCs each manage a portfolio of field projects out of their offices in Amsterdam, Barcelona, Brussels, Geneva, and Paris.

MSF has a large global workforce that in 2019 included more than 64.000 individuals working at field level, as locally employed or internationally mobile staff, and at headquarters levels. Most of our staff are employed locally in our projects. For the contract management and payroll for these locally employed staff we use an HRIS called Homere.

Through comprehensive and inclusive intersectional discussions among various stakeholders, it was agreed to create the position of the Homere Intersectional Application Manager to be the IT focal point to coordinate intersectional IT topics related to the application at operational (Homere Intersectional Team (HIT)), tactical (Homere Governance Team (HGT)), & strategic (Homere Intersectional Board (HIB)) levels.

Mission

The Homere Intersectional Application Manager is the overall Homere IT global focal point, providing technical leadership and guiding in collaboration, active participation and alignment with the Homere IT Referents of the different MSF Operating Centres (OCs) to ensure the IT-technical side of Homere is fit for purpose and up to date. He/she organizes all work streams with the relevant stakeholders accordingly. S/he:

  • Collects intersectional / common IT needs
  • Organizes and coordinates the writing of the RFCs, with functional input from Homere Intersectional Application Owner and Homere Referents and technical input, guarantees of the completeness of the RFC information & compatible with IT environments of the OCs
  • Manages SLA and engagement with 3rd Party Supplier, including data privacy
  • Provides & maintains tools for the administration of governance process
  • Coordinates the test scenarios & environments, when needed
  • Offers support to Homere Referents with the upgrades, when needed
  • Stays engaged with IT / expertise of focal points in the OCs
  • Stimulates and supports the sharing of best practices
  • Coordinates with Homere Referents & Data Protection Officers (DPOs) the assessment of Homere`s data privacy and informs relevant parties of actions needed to address identified deficits and risks
  • Guarantees compliance of the application with security policies and procedures
  • Carries out other relevant duties as required

Your Profile

Education

  • Degree in Management, IT/IS, or relevant experience

Experience

Required

  • Experience of operating in HRIS environments / solutions / services (including payroll systems)
  • Experience in full cycle implementations
  • Profound knowledge of application development processes (requirements gathering, implementation, testing, compliance) and HRIS platforms (including payroll systems)
  • Extent & relevance of experience in leading diverse teams in internatoinal & multi-cultural settings
  • Demonstrated & significant experience in manaing multi-stakeholders platforms / meetings
  • Demonstrated ability in customer relationship management, negotiations & communications
  • Awareness of data privacy and information security management

Desirable

  • Experience as Solution Architect or IT Architect, developing roadmaps, technology Standards and Architecture models
  • Knowledge in human resources management, contract negotiation and SLAs, and information technology
  • Good knowledge of Homere application is a strong asset
  • MSF experience is an asset

Languages

  • English and French are the working languages in most OC and Homere is an app created in French. English is required but a good knowledge of English & French is a strong asset

Technical competencies

  • Strong knowledge and practical experience in project with multiples and diverse stakeholders
  • Ability to develop clear strategic goals, and to design and synthesise strategies
  • Ability to work under time pressure and meet deadlines
  • Ability to develop positive partnerships within and outside MSF

Terms of Employment

  • Part time position (50%)
  • Open-ended contract
  • Working place : Preference for the position to be based within one of the 5 OCs European HQ (Amsterdam, Barcelona, Brussels, Geneva or Paris). Other locations may be considered. There is a requirement to be available within European working hours
  • Ideal start date: ASAP
  • Gross annual salary: according the salary grid of the MSF Hosting office
  • The outcome depends on local legal limitations (residency, work permit, etc.) and on the agreement with the MSF Hosting office
