I. Background
CRS currently manages more than $580 million from the Global Fund-supported projects. The health
portfolio has gradually increased for the last decade in CRS.
To provide best-in-class support to the Regional and country program, the Global Supply chain team created a dedicated Global Health Supply chain team. The newly formed team contributes to developing the GSCM maturity and investment roadmap 2021-2026. However, although the executives recently approved the GSCM investment case’s funding, there are constraints in current Human resources that may jeopardize the completion of the planned activities for FY22.
In this regard, the Health SCM Sub-Unit is seeking a consultant for three months to support the implementation of activities.
II. Primary Purpose
The 2022 objectives identified in the GSCM investment cases were ambitious; after finalizing the FY12 detailed action plan, it was clear that the team needed more resources to achieve the set goals. Thus, a consultant is required to support the following activities.

  1. Support the health team initiative to Harmonize and Develop standard templates/tools specific for Global Fund grants across CRS-supported countries.
  2. Develop work instruction to conduct the HMIS/LMIS comparison or data triangulation leveraging Nigeria experience.
  3. Support the Item Master data cleaning for Health products.
  4. Support the HPI initiative with the review of the existing People that deliver (PtD) tools
    III. Specific Tasks
    The consultant will provide technical expertise to implement the following activities
  5. Support the health team initiative to Harmonize and Develop standard templates/tools specific for Global Fund grants across CRS-supported countries. CRS has supported several GF Malaria and TB grants in CARO, WARO, SARO, and EARO regions. With the support of the regional team, country programs developed different tools to support the implementation of health supply chain activities. The health team unit inventoried all those tools and planned to review standardized approaches across countries, considering the countries’ specificity.
    The consultant will support the review process of the tools and identify recommended standards for implementing the health supply chain activities supported by GF grants. Considering that Supervision tools are essential to ensure data quality, assess the availability of commodities, and respect quality assurance requirements. The consultant will provide a comprehensive review of the in-country supervision tools for the 7 Countries where CRS is PR and check on the exhaustiveness of the different supervision tools currently used and advocate for the inclusion of key elements across the grants.

    1. Support the HPI initiative with the review of the existing People that deliver (PtD) tools to identify key documents to leverage on for the initiative. High Implementing Partners is a CRS initiative to support local partners in strengthening their knowledge and competence to become Global Fund recipients. During FY21, CRS developed training materials in three principal areas: Supply planning, LMIS quality monitoring and products use. This consultancy will review the training material and ensure the inclusion of the PtD tools and materials in the final package.

    2. Develop work instruction to conduct the HMIS/LMIS comparison or data triangulation leveraging Nigeria experience: The health team supported four rounds of the HMIS/LMIS comparison and data triangulation exercises in Nigeria. And the health team wants to leverage lessons learned in Nigeria to establish guidelines for other CPs to support replication of the HMIS/LMIS triangulation exercises.

    3. Support the Item Master data cleaning for Health products: The current item master list requires alignment of the health products classification and description. The health team plans to collaborate with the master data team to review and improve the actual Health products list and ensure alignment of the C19 reporting requirements to the CRS ERP system. The Consultant will support the cleaning process of the item master database, recommend a categorization and nomenclature of the health products. In addition, the consultant will elaborate guidance and process map for the inclusion of new health products.

    Qualifications:
    We are looking for a dynamic individual in Health Supply chain. The candidates should fulfill the
    following criteria:
    1. Extended Experience in International Health supply chain management
    2. Advanced degree in public health, pharmacy, or related discipline. Additional SCM Certification is highly desired.
    3. At least (5) years of international health products warehousing, transportation, and logistics experience in a large corporate or government organization or the humanitarian sector, including experience living and working overseas
    4. Relevant hands-on experience in managing or advising on the transportation, storage, and distribution of health products, particularly in developing countries with specific expertise in assessing policies, systems, and structures in public and/or private health sector relevant for managing effective and efficient access to pharmaceuticals, lab commodities, and other health products, particularly for malaria.
    5. Proven understanding of AIDS, TB, and malaria medical products market dynamics and existing
    global supply challenges and international health products procurement and supply management
    practices, applicable national and international laws, and recognized standards.
    6. Experience in quantification and forecasting, distribution planning of health product needs, and managing large complex electronic data sets in public health programs.
    7. Experience in capacity building and training content development for Health supply chain strengthening
    8. Experience developing policy, procedures, and working instruction to support the health supply chain
    system.
    9. 1. Experience in business development, project design, and proposal development in the Health
    Supply
    chain, including technical writing.
    10. Experience in using an ERP and strategy for item master maintenance.

    The consultant/s shall be compensated for provision of the deliverables outlined above. Payment shall be processed after all work is completed upon receipt and approval of an invoice. Payment terms are net 30 days. Payment will be made according to the following schedule.
