Job Title: Logistics and Procurement Officer

Location: Remote and Office (Cúcuta, Norte de Santander)

Reports To: Colombia Program Manager

JOB SUMMARY

As a small but rapidly growing global health organization, we are looking for a full-time Logistics and Procurement Officer who will play a key role through providing logistical and operational support to the MedGlobal Colombia team. Logistics and procurement officer contributes to the MedGlobal’s mission by performing the procurement and logistics transactions through local partners to ensure that program activities are implemented in an effective and efficient manner according to the MedGlobal procurement threshold, policy and guidelines. The position holder is responsible for the organization of all logistics, operations, HR processes and efficient management of projects and programs of MedGlobal in Colombia. These activities include completing all forms and processes related to finance, procurement and logistics required from HQ.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Logistics and Procurement Officer has the following responsibilities and duties:

Procurement

  • Review MG Procurement and Logistics Manual and perform the required process.

  • Accountable for the FO of reliable and cost-effective local procurement processes in cooperation with the procurement & logistics field staff.

  • Responsible and accountable for the overall success of all logistics, procurement processes in cooperation with the FO Team.

  • Organize and procure the necessary supplies needed for the day to day activities in CASLP regarding covid-19 test activities and other MedGlobal sites when needed.

Logistics and Operations

  • Ensure that all MG operational contracts are renewed, signed and updated in cooperation with the Procurement and logistics manager and the regional program Manager.

  • Support Field Office team in the logistics necessary for recruitment and staff contract.

  • Work with the medical liaison and the implementing partners to ensure that financial and programmatic reports are accurate and complete.

  • Coordinate and provide logistics needed for all medical volunteers (logistics outside the clinic such as transportation, hotel reservations, among others).

  • Coordinate the international volunteer activities for colombia (Compile volunteers documents: CV, Passport, Medical License, Covid 19 vaccination proof, Waiver, Code of conduct, Travel insurance)

  • Organize medical volunteers documents and request Medical College licenses.

  • Arrange accommodation and transportation for FO members and international volunteers in cooperation with FO staff.

  • Summarize and translate into English in country reports (RMRP, GIFMM, 5W, others)

  • Complete program reports on MG Health Units/Facilities activities, monthly.

  • Provide program outputs to the Country Representative, monthly.

  • Update country representative office with the local security situation on a weekly basis in cooperation with the field staff.

  • Responsible for visibility printing material and media coverage.

  • Translate, follow and obtain legal administrative documents related to the implementation of programs in collaboration with the program manager, clinic coordinator and Regional program manager.

  • Coordinate with the legal advisor when needed.

  • Work with the local accountant, fiscal reviewer and legal representative to ensure that all records are up to date and submitted in a timely manner.

  • Comply with a minimum of one monthly meeting with the local accountant, fiscal reviewer and legal representative and include at least one bi-monthly in person meeting.

  • Provide a schedule of all legal activities needed to be completed by MedGlobal on each fiscal year.

  • Summarize and complete financial and programmatic reports based on MedGlobal templates, for Country Representative.

  • Responsible for MedGlobal inventory, asset list and any medication or medical supplies distributions in cooperation with the local field team.

  • Responsible for MedGlobal Gift in kind custom clearances in cooperation with the procurement & logistics manager. Upload information to the drive and report to the Country Representative.

  • Responsible for MedGlobal Gift in-country donations process including the request of donation letters. Upload information to the drive and report to the Country Representative.

  • Perform other duties as requested by the Country Representative related to the program.

QUALIFICATIONS:

The Logistics and Procurement Officer should have the following skills, education, and experience:

  • Excellent command of spoken and written English and Spanish.

  • 1 year previous experience in an INGO.

  • University degree in Law, Business, Administration, Logistics, or other related.

  • Ability to prioritize and deal with competing demands & complex context

  • Demonstrated excellent computer literacy (Excel, word, internet).

  • Excellent organizational, interpersonal and communication skills.

  • A team builder with excellent people skills; culturally sensitive.
