Overview of Position

Role Objectives

The Health, Safety, Social, and Environmental (HSSE) Coordinator shall report directly to the YIUSEP and YEHCP HSSE officer and indirectly to the respective city engineer. He, on the other hand, would ensure complete collaboration with Yemen office sectors specialists and project managers.

Under the guidance and direct supervision of the Project HSSE officer, the main duties of the HSSE coordinator is to facilitate compliance with applicable World Bank Environmental and Social standards and client Health, Safety, Social and Environmental (HSSE) systems and provide advice on preventive measures needed in order to minimize harm resulting from hazards in the CRITICAL AND HIGH RISK subprojects implemented under the Yemen Integrated Urban Services Emergency Project and the Yemen Emergency Human Capital Project. The incumbent needs to establish a safe workplace according to client health and safety management systems, and foster a culture of attention to health, safety, social and environmental issues in all the phases of the project implementation. Specifically, He/ She provides worksites HSSE support and guidance throughout all activities.

Compliance

  • Ensure compliance with local regulatory HSSE requirements.
  • Ensure compliance with the client HSSE minimum requirements for the contractors procedures.
  • Assists in the development and delivery of Operational Processes Safely.
  • Enforces the client’s policies and procedures.
  • Assists teams to deliver an exemplary HSSE performance.

Performance Measurement

  • Identifies potential and actual areas of improvement and assists in setting and formulating goals and tools for their achievement;
  • Provides input to leading and lagging HSSE performance measures;
  • Liaises with all stakeholders in order to be aware and educate the workforce on HSSE related topics.

Lessons Learn

  • Provides input to the collection of Lessons Learnt for all activities;

Hazard Identification and Risk Assessment

  • Assists teams in identifying hazards, assessing risks, and identifying relevant controls to manage and reduce these risks to ALARP;
  • Fosters a safe culture by being informed, mindful, learning, fair and respectful.

Behaviour Based Safety (BBS)

  • Owns BBS tools and processes;
  • Promotes and coaches the workforce in Behavioral Based Safety;

Assurance

  • Perform audits to measure the level of HSSE culture;
  • Carries out site HSSE audits and inspections as per audit and inspection plan;
  • Carry out regular site visits
  • Provides HSSE input to HSSE the client HSSE officer
  • Review contractors HSSE reports and upload them into the client system
  • Incident Management
  • Ensures Incidents are recorded & reported;
  • Prepares initial incident reports;
  • Carries out immediate Incident & Near Miss investigation;
  • Training & Coaching
  • Ensures that the client HSSE expectations are communicated to the workforce;
  • Provides training sessions as per Training Plan & Competency development requirements;
  • Educates workforce on Lessons Learnt from previous & industry incidents;
  • Contingency Management
  • Provide immediate response in emergency situations;
  • Reviews contingency drills to maintain and increase staff competency;
  • Contractor Management
  • Manages contractor and consultants in all aspects of health and safety;
  • Document control.
  • Ensure that all forms and documents utilized in the worksites are consistent, valid and uptodate

Project Reporting

  • The Health, Safety, Social, and Environmental (HSSE) Coordinator shall report directly to the YIUSEP and YEHCP HSSE officer and indirectly to the respective city engineer.

Key Competencies

  • Experience in Health and Safety risk assessments, inspections, incident investigation, and training facilitation is required;
  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is an asset.
