Health, Safety & Security Coordinator Jordan Irbid Host Area

1. Role and responsibilities

The role of the Health, Safety and Security (HSS) Coordinator is to ensure all health, safety and security measures are in place to ensure NRC Jordan staff are able to operate in a safe environment. The HSS Coordinator is responsible for ensuring compliance with all mandatory HSS requirements. He/she provides advice to the Country Director (CD) and Country Management Group (CMG) with regards to health, safety and security decisions and supports the senior management team during crisis management. The HSS Coordinator oversees the HSS team and indirectly over 80 security guards, who are primarily in Zaatari and Azraq camps. The following is a brief description of the role.

Specific responsibilities

• With the support of the Regional HSS counterparts, develop, update and maintain all security plans for the countries as per HSS global requirements including SRA, Country/Area Security Plan, Medical Response Plan, Hibernation, Relocation and Evacuation Plan and Crisis Management Plan. Develop local SOPs where relevant.
• Ensure regular HSS training is provided to all NRC Jordan staff including annual training on security plans and SRA results ; first aid training or refresher, fire drills, CMT training and informed consent.
• Ensure regular validation, spot checks and maintenance of NRC security infrastructure and equipment is carried out including with regards to first aid kits, fleet, office Infrastructure, partner premises, guard monitoring system and CCTV.
• Technical and/or direct oversight of all NRC and contracted security guards
• Active participation in the strategy process and the program management cycle ensuring HSS concerns are taking into account throughout the programming cycle
• Management and capacity building of the HSS team in Jordan
• Ensure trainings are delivered to contingent workers in camps and host community to ensure Duty of Care
• Ensure all new staff receive induction, as well as security briefings are provided to consultants and visitors.
• Ensure regular reporting to HO, reporting of incidents on NRC Protect, maintenance of HSS database and ensure all HSS documents are up to date and adequately filed in the filling tree.
• Provide support to staff and CMG in case of HSS incident
• Maintain strong ties with government, security, civil society and health actors and actively Participate in coordination mechanisms.

Generic responsibilities

• Implementation of the NRC Global Safety and Security Management System at national level
• Provide County Management Group with strategic advice based upon the context.
• Conduct Security Risk Assessments (SRA) according to minimum operational requirements (MOSS)
• Minimize security risks to the operations of NRC
• Management of security staff
• Support, training, control and development of security staff in all offices
• Prepare reports as required
• Communicate and cooperate with relevant external security actors
• Train and develop staff in safety and security
• Ensure NRC’s HSS activities are implemented in accordance with NRC Safe and Inclusive Programming (SIP) guidelines
• Compliance and adherence to NRC policies, guidance and procedures

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Budget holders
• Auditors (Internal/External)
• Area operations: Area Managers, Area Support Managers, Project Managers, Area-based security staff

Staff: Direct management of 4 staff; indirect management of 82 contracted security guards
Stakeholders: UN agencies, Government of Jordan, INGOs, local NGOs, civil society

2. Competencies

• Minimum 3-5 years of experience with satisfactory performance in the same or similar function with an INGO or UN.
• Previous experience working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English and Arabic, both written and verbal
• Valid driver’s license

Context related skills, knowledge and experience (shall be adapted to the specific position):
• Bachelor degree or higher
• Deep knowledge of Jordan context
• Detail oriented
• Strong problem solving ability
• Prior training experience
• Proactive and hard working
• Able to work independently.
