The Health Officer (HO) is part of the IFRC Philippines Country Delegation under the overall supervision and direction of the Programme Coordinator. The HO is responsible for coordination with Philippine Red Cross (PRC) in planning, implementing, monitoring, and reporting emergency and long-term development programmes in the realm of Health, Water, Sanitation and Hygiene (WASH), Protection, Gender, and Inclusion (PGI) and Migration. This position plays an essential advisory role to the Head of Delegation on issues related to staff health and supporting individuals as needed and appropriate.

Health and WASH are key areas of focus for the IFRC. It includes aspects of community-based health, vaccination programs, HIV/AIDS and substance abuse prevention, disease/outbreak prevention and preparedness, WASH (community and emergency), first aid, psychosocial support (PSS), and blood services. As the lead on welfare, this position will also serve as a liaison and focal point with Movement colleagues on migration and protection, gender, and inclusion (PGI), including initiatives related to assessing new funding opportunities, partnerships, and capacity building.

As a member of IFRC Philippines Country Delegation, the HO shall work in a multistakeholder and multidisciplinary environment and shall support in coordination, development, implementation, and monitoring of health and welfare programs in a harmonized manner in the Philippines. The HO will ensure close collaboration with the Programme Coordinator, adequate communication with the IFRC CD programs and operations team, and IFRC technical teams in the Asia Pacific Regional Office. The HO will also work with other relevant internal and external stakeholders, as required. Moreover, the HO will work towards building institutional capacities of the PRC on different aspects of Health, WASH, and Welfare.

JOB DESCRIPTION

Technical Support (Program Planning and Implementation)

1. Provide technical support to PRC to implement comprehensive and integrated health and welfare programmes, including community-based health, epidemic control, emergency health, safety, psychosocial support (PSS), WASH, HIV/AIDS, substance abuse, RMNCAH, and health Infrastructure, migration, and PGI programmes in emergency, recovery, and development.

2. Provide technical support to PRC in facilitating national-level training programmes and other capacity building activities.

3. Review action plans from implementing chapters to assess and inform quality project design and ensure learning for a long-term development plan.

4. Contribute to annual planning and to the development of emergency appeals and project proposals.

5. Guide and support the PRC to ensure their active participation in IFRC mechanisms like the GO platform, Information Bulletin, Situations Report, Federation Wise Reporting System (FDRS) etc.

Knowledge Management and Reporting

1. Stay current on disease outbreaks and trends in care and provide advice to the Head of Delegation (HoD) on business continuity and duty of care.

2. Ensure flow of information internally, fed by reports from the field on the community implementation and health and welfare response.

3. Produce regular, timely, and accurate narrative reports for the National Society and the Federation

4. Produce and submit quality weekly disease surveillance reports to Country Delegation and Asia Pacific Regional Office

5. Conduct regular monitoring visits and ensure timely implementation of work plans.

6. Undertake relevant and accurate information collection, analysis, and reporting through community assessments, field report reviews, and by maintaining systematic and analytical records from different stakeholders including PRC, ICRC, and partnering National Societies.

7. Develop and collects case studies, success stories, best practices, and other documents based on project requirements

8. Facilitate the development of Information, Education, and Communication (IEC) materials including needs identification, composing and designing materials, field testing, finalizing, and printing).

9. Regularly maintain and update Health offline datasheet/database and track and report relevant information in close collaboration with the national society team

10. Be responsible for the PMER component to support preparing plans, programme updates, reports, and conduct field visits for monitoring and evaluations.

11. Contribute to emergency or disaster-related health response in support of effective disaster preparedness efforts, technical and operational excellence, best practices, and lessons learned.

Coordination

1. Take the lead in managing meetings with National Society concerned services.

2. Participate in networks and technical groups w/in the regional office and Movement related to the scope of work.

3. Support the DRM Officer in raising real-time alert and update for any outbreak/ epidemic or complex emergencies in the Philippines and report the same to APRO Health and Care unit.

4. Follow up on compliance and other administrative issues in relation to expenditure booking, and accomplishment against the plan from the national society.

5. Work closely with other colleagues at IFRC Philippines CD to ensure adequate and integrated support provision to Health and development WASH programs and health emergency operations in the region.

6. Initiate the creation and approval of Project Agreements in coordination with the national society’s actual plans and budgets.

7. Closely coordinate with the Asia Pacific Regional Office, Health and Care unit to ensure regular technical dialogue and compliance as per the needs and standards of IFRC

Staff Health

1. Assist the Health of Delegation (HoD) in ensuring the health, safety, and well-being of staff through the provision of health support in monitoring health trends and recommending strategies to address health issues.

2. Ensure provision of recommended vaccines of national staff and Surge deployed in a mission.

3. Ensure provision and quality check of basic medicines and first aid kits in the office.

4. Ensure accuracy of messages and measures in the Business Continuity Plan (BCP), especially for COVID-19

Others

1. Provide technical support in the areas of Health, WASH, PGI, and Migration to the PRC, CD, and APRO, as needed

2. Ensure purpose compliance of the invoices, bills, and vouchers submitted by the PRC, against working advance and work closely with the finance colleagues in the CD

3. Ensure smooth functioning of cash flow by timely preparing cash forecast, processing cash requests, and following up on monthly liquidations with PRC.

4. Actively promotes the Protection, Gender and Inclusion, Sex Age and Disability Disaggregated Data and seven fundamental principles of the Red Cross Red Crescent movement in programs and conduct.

Duties applicable to all staff

1. Actively work towards the achievement of the Federation Secretariat’s goals

2. Be prepared to take up responsibilities as jointly agreed with the Program Coordinator, especially in an emergency operation environment

JOB QUALIFICATIONS

Essential**:** Graduate degree from a recognized university/ college, preferably in a field related to public health, medical science, medical service etc.

Preferred: Post-graduate/Masters’s degree from a recognized university, preferably in a field related to public health, medical science, medical service etc.

Work Experience

Required

· Minimum of 3 years’ experience in health and/or welfare sectors.

· Experience working for a humanitarian/non-profit organization.

Preferred

· Experience working with Red Cross/Red Crescent movement elements.

Experienced in project management, including basic accounting and financial management
