a. Health program component implementation, planning, management, and coordination:

  1. Assist Health Coordinator in designing and supporting the implementation of capacity strengthening activities for PRCS health staff to ensure health components are carried out following agreed framework, tools, and guidelines, and are in line with the PRCS long-term health goals.
  2. Assist Health Coordinator in preparation, reviews, and revises proposals and budgets with a health systems strengthening approach keeping a focus on development of NS capacities for primary and community health services.
  3. Conduct joint, periodic technical monitoring and reviews with PRCS of health components to identify and capture good practices, as well as identify and address operational challenges, capacity needs and gaps.
  4. Assist the Federation office and the PRCS in the planning, implementation, monitoring and reporting of the floods operation related programmes and activities.
  5. Assesses technical needs of health programs in collaboration with field staff to identify gaps and areas requiring further assistance/intervention.
  6. Assists in identifying possible funding sources (Potential donors) and assists in the development of proposals.
  7. Participates and organize field monitoring, supervision and evaluation missions, whenever required.
  8. Support the overall coordination, and reporting of health programs’ activities in coordination with the health department of PRCS-NHQ.
  9. Assists Health Manager in quality implementation of WASH project’s implementation, while contributing to contingency planning for possible WASH emergency response, if required.

b. Immunisation and Social Mobilisation:

  1. As part of the health team ensures the NS has capacity to conduct social mobilisation and demand creation for routine immunisation and supplemental immunisation campaigns in complex settings
  2. Support CSO platforms to address the equity gap in immunisation in Pakistan.
  3. Support PRCS capacity to provide immunisation services in complex settings or in emergency situations, where the national programme is unable to deliver.
  4. Analyzes immunization activities through monthly reporting and monitoring of data for identifying low/poor coverage areas and suggests possible solutions.
  5. Prepares technical and programme briefings / presentations as required and contributes to quarterly, bi-annually and annually reports on the IFRC supported health programmes.
  6. Provide public health skills to follow up on quality of health program implementations.

c. Contribute to Delivering quality in operations:

  1. As part of the health team and as per guidance of the Health Manager, ensures that tools, guidelines, and projects in the team are based on evidence, applicable international standards and follow a resilience-based health approach.
  2. Ensure that operational questions and challenges are addressed by operational research in partnership with different research institutions and other internal and external partners.
  3. Ensure that behavioural change components and training are following good standards and are aligned to department wide approaches.
  4. Coordinates for operational updates/quality improvement within IFRC delegation with other departments (i.e Finance, Partnerships, HR, Admin and PMER).
  5. In consultation with Health Manager, provide technical support to PRCS Health team for project implementation (mainly quality and financial management).
  6. Identifies health priority areas and provides expert inputs in executing health program/project proposals, DREF, Emergency Appeals for PRCS Health program support.

d. Communications:

  1. Helps in the development and implementation of communications strategy for front line healthcare workers related to immunisation interventions.
  2. Engage with the PRCS provincial staff to highlight and advocate project objectives through regular communication, focus group discussions, case studies, special reports, and news items.
  3. Along with the field staff, involve representatives from different stakeholder groups including beneficiaries, civil society, police, government, and traditional and formal justice system.
  4. Inform, educate, and persuade journalists, media community and opinion makers through workshops, formal and informal meetings to help advocate project objectives to relevant stakeholders.
  5. Capture the project activities and present them at various communication platforms to raise awareness along with showcasing the project impact.
  6. Ensure documentation and consolidation of success stories, which can be communicated externally.
  7. Provides support in direct communication with the program focal person of PRCS-NHQ and with health program managers for smooth functioning of the project activities.
  8. On a daily/weekly/monthly basis, provides the Health Manager with tracking/ monitoring information, communication summaries and records requiring attention.

e. Reporting and documentation:

  1. Assist and contribute to the submission of periodic narrative and financial reports on IFRC supported health programme activities of PRCS and to the analysis of the routine health programme reports.
  2. Assists field staff prepare technical reports and documents as per donors’ requirements and to provide support and detailed information about program implementation.
  3. Support the PRCS health director in developing immunisation specific project proposals.
  4. Support the Health Manager to develop and manage the Federation Global Immunisation programmes budgets.
  5. In collaboration with partner agencies, Federation regional and country level colleagues, operationalize the Federation’s involvement in the polio endgame strategy and routine immunisation.
  6. Work with PMER team and communications colleagues to share information, lessons learned and best practices.
  7. Support in the mapping of global programming, progress, best practices and priority especially in Complex Settings and ensure professional dialogue with and relevant support to technical staff and maintain a functioning network of delegates, national staff and professionals in the Health in Complex Settings sector.
  8. Works closely with PRCS health team and helps in findings solutions, especially in skill-building and qualitative and quantitative data collection and its analysis for identifying weak areas along with reporting to the back donors.
