I – CONTEXT OF THE MISSION

Humanity & Inclusion (HI – registered as the Federation Handicap International) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. HI works alongside people with disabilities and vulnerable populations, acting and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women, and men with disabilities. In emergency, HI’s mandate widens to target the most vulnerable groups within any population taking gender inequities into account – from isolated rural communities, to people with disabilities, to excluded minority groups – to ensure their equal access to appropriate relief aid).

Since 1984, HI has been active in Burmese refugee camps along the Myanmar-Thailand border. The organization has set up rehabilitation centers and supplies prostheses and mobility aids to people with disabilities. In Myanmar, the first operations are dated 2008, following cyclone Nargis. The program, mainly focused on emergency response, was closed at the end of the response operations. In 2013, the program was reopened.

HI’s intervention in Myanmar and Thailand is based on 5 strategic pillars:

  1. Emergency Response, including basic needs and inclusive humanitarian action
  2. Armed Violence Reduction (AVR), including Victim Assistance and community-based Risk Education
  3. Inclusive Health, including Physical and Functional Rehabilitation, MHPSS and access to medical services
  4. Inclusive Preparedness based on DRR and logistics vulnerability
  5. Inclusive Opportunities, including Inclusive Education and Economic Services

II – OBJECTIVE(S) OF THE MISSION

General objective: To develop a Concept Note for the HIP ECHO 2023 Call for Proposal for the HI intervention areas in collaboration with various local partners and HI staff (Field and or with Headquarter).

Specific objectives:

  • To participate in HI internal discussions (with field/HQ) leading to the definition of the Strategic Approach
  • To participate in discussions with existing and potential partners and if necessary, with donor
  • To develop a detailed retro planning in liaison with HI responsible persons
  • To coordinate the development of the different parts of the concept note
  • To develop the HI ECHO concept note including approach, locations, activities, log frame and annexes as outlined by the donor requirements
  • To revise concept note documents based on the feedbacks received by donor, partners and HI
  • To collect and combine necessary annexes, reports and other donor’s required documents

To abide to the rules and procedures of the donor for the concept note writing

III – MAIN ACTIVITIES PLANNED

Before the mission:

Documents to be read for preparing the mission:

  • General desk review of relevant thematic and geographic documents to enhance comprehension of the current context and stakeholders (Who does what where?)
  • HIP ECHO 2023 Call for Proposal documents
  • Secondary data and incidents in Rakhine, Kachin and the South-East (VA, Rehab, MHPSS,)
  • Previous HIP ECHO Concept Note and full proposal
  • Relevant activity reports of current activities different grants.
  • Other Relevant HI technical documents

Persons to meet or to talk to including but not limited to:

Jerome (PD), David (TUM), Nishee (Ops Mgr), Kyaw Zaw (Ops Mgr, SE), Kay (Ops Mgr Rakhine), La Nu (Ops Mgr Kachin), Ball Law Ram (MEAL Mgr), Aster (Reg. Finance Manager), Thaung Sein (Reg. Log Manager), Khin Phone (Reg. HR Manager), Grant Manager + Technical Specialist, both in MYTH Programme and HQ

During the mission:

  • Effectively liaise and work with the operational and technical team members at programme and HQ level
  • Ensure the concept note fulfils the donor’s criteria
  • Liaise and work with HI Focal persons Responsible for this call for proposal
  • Ensure that the proposed approach adheres to the HI technical standards and quality framework, and ethical lines
  • Remain available for discussions and adjustments until the date of submission and after submission for donors’ feedbacks

Note: The above-mentioned activities to be performed are intended as a guide and should not be viewed as an inflexible specification as it may be modified following discussion with the selected consultant.

Timeframe

Approximately 10 working days, starting in early December 2022 until submission on 9th January 2023 (please note the start/end date of the assignment may change due to unavoidable circumstances in which case a revised timeframe will be drawn up with the mutual agreement of both parties).

IV – EXPECTED OUTPUTS

  • The Concept Note is ready to be submitted to ECHO HIP through APPEL system before deadline (9th January 2023).

The concept note with required annexes based on the primary and secondary data findings/analysis (including a completed, comprehensive logical framework, budget, partner analysis and other support documents – but not limited to, as per donor requirements of the call for proposal), validated by the Programme Director, the Desk, the HQ technical advisors and the financial controller.

This should be developed with involvement from HI staff members and other partners/ stakeholders as identified during the consultancy.

IV – BUDGET

The proposal shall include relative cost including possible taxes. HI will not cover any additional payment that are not included in the proposal.

VI – PROFILE OF THE CONSULTANT

  • Proven track record in developing successfully project proposals for ECHO
  • Strong understanding of ECHO proposal process
  • Very good analytical skills
  • Good understanding of HI expertise
  • Adhere to HI’s values and principles
  • Knowledge of the peace and reconciliation processes in Myanmar
  • Deep understanding of the current humanitarian context in Myanmar, especially in the intervention areas (Rakhine, Kachin and South East)
  • Knowledge of the Myanmar conflicts’ dynamics
  • Good understanding of human rights issues in Myanmar
  • Knowledge of conflict sensitivity approaches in the Myanmar context
  • Knowledge of the Mine Action Sector, MHPSS, Disability Inclusion, functional rehabilitation and protection
  • Flexibility to adapt to any subsequent changes in the terms of reference
  • Perfect command of English
  • Stress resistant and ability to deliver under pressure
