General Description of the Programme:

SENED is an independent, non-governmental, non-profit organization licensed and registered in Türkiye with the number 27-15-175. SENED Organization was established shortly after the Syrian Nakba and in response to the suffering of millions of Syrian refugees in Turkey as well as internally displaced people in Syria, to alleviate suffering, achieving justice, equality, and freedom, strengthening the role of civil society, and supporting and developing the local community. SENED works in the humanitarian work sectors to support, empower, and educate the community through several programs, takes exceptional care of people with disabilities and their families and defends their issues.

SENED Association emphasizes creating safe, accessible, and participation-encouraging living conditions for individuals’ emotional, intellectual, physical, and social development by focusing on people with disabilities. Beyond the medical perspective on disability, it tries to find solutions to the problems faced by disabled people with a holistic perspective by considering the disabled people, their families, and the society they live in, focusing on the conditions they experience. SENED Association aims to create a safe and supportive environment and space by conducting family-oriented activities to help disabled individuals and their families become stronger, discover their potential and stand by with their children. By collecting data on refugee-disabled people and identifying problems and needs, SENED strives to ensure harmony between disabled refugees and local people with a voluntary, professional team and a community-based approach. All activities, education, research, advocacy, etc., are carried out on platforms created by local and disabled refugee people.

Job purpose:

On February 6, 2023, Kahramanmaraş was hit by two massive earthquakes that also affected nearby provinces. Over 9 million people were directly affected. 2, 4 million of them are women in the reproductive age group. SENED is supporting the Ministry of Health in addressing the reproductive health needs in Kahramanmaraş and Malatya, striving towards a world where every pregnancy is wanted, every childbirth is safe, and each young person’s potential is fulfilled. Within this context, 12 medical doctors (6 in each province) will be hired.

Medical doctors will be responsible for providing women’s and reproductive health services in both static and mobile service units in Kahramanmaraş and Malatya under the coordination of provincial health directorates and SENED.

Duties, objectives, and competencies:

Under the supervision and support of the provincial manager appointed by the Health Directorate and the SENED Provincial Field Coordinator, the Medical Doctor will carry out the women’s and reproductive health services, manage and supervise other personnel, and conduct field planning of women’s and reproductive health services. The MD will be responsible for:

Supervision: Management and supervision of the other personnel in the team including midwife, health mediator /, interpreter and attendants working with them in static service or mobile units.

Service provision: Providing consultation and women’s and reproductive health services at the primary healthcare level. Among these services, ensures that the applicant is examined, a general and/ or pelvic examination is performed, the necessary laboratory tests are conducted or requested, and evaluation, tests and examination are performed for pre-pregnancy, pregnancy and post-pregnancy period which is a key factor in minimizing the maternal and infant disability and mortality. Ensures that the applicant is evaluated, undergone, or referred to the necessary tests in terms of sexually transmitted infections. Perform the clinical evaluation of the applicant in terms of violence. If the applicant requests a service related planning for pregnancy, performs the assessment, provides counseling and the method.

Management of referrals: Identifying risky cases and cases with side effects and referring to the closest relevant health institution at the level necessitated by the situation; monitoring the result of the case and immediately notifying the Provincial Health Directorate.

● Within the knowledge and approval of the Provincial Health Directorates, identifying referral mechanisms for services that are not offered at the provincial and district level, and following up on the referred cases. Contributes to the referral systems for the service units supported by SENED to identify the obstacles encountered and to solutions, developed together with the SENED stakeholders and put into practice, in a way that is approved by the SENED programme team and Provincial Health Directorate.

Awareness raising: Within the framework of pre-prepared program, organizing awareness-raising sessions on women’s and reproductive health, adolescent health, and violence at least twice a week.

Monitoring: Contributing to the collection of service data over the electronic data collection system. Provide technical support in identifying the needs for medical supplies in static and mobile service units. Reviews monthly situation reports and contributes to them.

Coordination: Working in cooperation with stakeholders, local authorities, non-governmental organizations in the field and other health institutions in accordance with the approval from SENED and Provincial Health Directorate. Attends coordination meetings when necessary.

● Prepare presentations on needs regarding women’s and reproductive health services, service provision and experiences gained here when necessary; share these presentations on the mutually agreed platforms.

Other: Complies with working in the field (container, tent areas and rural areas), in all kinds of physical and seasonal conditions and with flexible hours.

Requirements: Essential

Education: Being a graduate of the Faculty of Medicine and a family practitioner or obstetrician and gynecologist is considered an asset.

Experience: 3 years of experience in medical practice.

Experience in women’s and reproductive health, family medicine practice, obstetrics, and gynaecology is an asset,

Flexibility for working in the field (container, tent areas and rural areas), in all kinds of physical and seasonal conditions and with flexible hours.

Intra-uterine device (IUD) application certification (if not a gynaecologist) is an advantage.

Language: Fluency in Turkish is required. Working knowledge of Arabic and English is desirable.

Computer Skills: Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment.
