Context:

Under the direct supervision of the Chief of Mission and the technical supervision of the Senior Regional Resources Management Officer in Pretoria, South Africa, and in cooperation with the relevant units at Headquarters (HQs), administrative Centres (Manila Administrative Centre (MAC) and Panama Administrative Centre (PAC)) and Regional Resources Management Unit in Regional Office (RO),Pretoria, South Africa, the successful candidate will be responsible and accountable for managing, coordinating and monitoring the administrative, budgetary, financial, human resources, procurement/logistics and Information and Communications Technology (ICT) functions of the Country Office and its Sub-Offices.

Core Functions / Responsibilities:

  1. Supervise and lead the management of the treasury by forecasting cash flows according to CO activities and its Sub-Offices. Monitor and control funds disbursed; ensure that funding is received and disbursed in accordance with donor agreements and internal control procedures.
  2. Participate in the Management Team in the development and implementation of short and long-term management objectives and goals and provide advice on management-related issues. Liaise with Programme Managers regarding current and future levels of funding or activities.
  3. Analyze financial performance of projects, oversee the budget control process and analyse variances between budget and actual expenditures. Take proactive action to prevent projects from going into deficit.
  4. Undertake duty travel to provide guidance on resource management functions; establish controls and procedures; resolve and provide guidance on resource management problems/issues; and build resources management capacity at the Country Office and in Sub-Offices.
  5. Develop and implement relevant operational control systems to strengthen internal controls to safeguard the Organization’s assets, programme reputation and prevent fraud and mismanagement, and create Standard Operating Procedures (SOPs) with regular quality control review.
  6. Establish and maintain strong contact with governmental, intergovernmental, and other partner entities and ensure the smooth implementation of IOM operations at all levels.
  7. Formulate or coordinate the formulation of budget and financial plans, the annual budget for the Country Office, forecasts, and histories of performance. Monitor budget control and implementation and analyse variances between budget and actual expenditures. Take the lead in the development and preparation of budgets for new projects and programmes.
  8. Supervise and manage the Human Resources function and take action on recruitment and personnel administration of staff in the Country Office. Apply Human Resources (HR) policies, rules and regulations and take appropriate action for resolving difficult or sensitive cases in consultation with the COM and SRRMO.
  9. Provide advice to the CoM on CO training needs, and coordinate on assessing professional development opportunities, plans and resource requirements.
  10. Supervise and manage the procurement and logistics services, including contracts with suppliers of goods and services and related administrative authorities; manage the fleet of vehicles and the maintenance of the premises as well as the functioning of all support services at the Country Office.
  11. Supervise and manage the ICT team ensuring that the Country Office and its Sub-Offices have all the ICT needs and support to enable staff discharge their duties without difficulty.
  12. Represent the Organization at UN meetings such as the UN Operations Management Team(OMT) or ONE UN working groups.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s Degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University Degree in the above fields with nine years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience with international institutions knowledge of International Public-Sector Accounting Standards (IPSAS) and SAP is highly desirable;
  • Experience in financial management, accounting and budgeting;
  • Experience in human resources management;
  • Experience in managing complex resource management functions and large team;
  • Solid experience in managing resources in Emergency Missions,
  • Experience with internal control assessment, internal and/or external/project audits;
  • Good understanding of Procurement as well as Logistics;
  • Field experience a plus, including in liaising with governmental and diplomatic authorities as well as with international institutions; • Familiar with the region is an advantage.

Skills

  • Familiarity with financial oversight and public administration;
  • Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP is highly desirable;
  • Knowledge of IOM/UN accounting systems, software and procedures, Common Systemregulations, policies and procedures are a distinct advantage;
  • Demonstrated ability to act independently, exercise sound judgment and work under pressure;
  • Ability to prepare clear and concise reports.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
