About PMM

Polish Medical Mission is a non-for organization active in the sector of humanitarian aid for 25 years. We implement humanitarian and development aid projects worldwide by providing medical assistance in the poorest countries and in the most immediate need to protect life and health. PMM is establishing a branch office in Ukraine to expand our capacities to render relief to the victims of war.

About the role:

As a member of the Senior Management Team (together with HoM, MEAL Officer) the Head of Programmes will jointly ensure the management and development of the country programme. The Head of Programmes supervises all programmes, with the specific responsibility for the timely and efficient programme implementation, and most importantly the quality of projects and programmes in terms of their impact. By supervising the implementation of results-based M&E systems, the Head of Programmes also guides the programme strategy and development of future programmes. Together with the HoM, the Head of Programmes represents PMM to donors and partners, ensuring that PMM is recognised for its field experience. Furthermore, the Head of Programmes engages in medium and long-term planning and strategy activities, ensures continuous quality improvement of programmes and contributes towards a successful environment for the programme staff.

Main responsibilities Head of Health Programme:

• Overall supervision and support of currently implemented Health Programme by PMM for Ukraine
• Strategic planning, programme development and proposal writing including incorporating needs assessment, research and good practices;
• Participation in co-ordination and decision making process in line with PMM strategies and policies
• Direct supervision of medical components in projects implemented by PMM teams
• Building of synergy among the projects, ensure cooperation with supporting departments and PMM Knowledge & Learning department
• Ensuring timely and high-quality reporting is done by all project towards its donor
• Develop external contacts (in coordination with HoM) and relations with partners (organizations, authorities) in Ukraine, in particular with topics related to public health and emergency response;
• Liaison with institutions and organisations related to public health, medical care as well as health clusters of international organisations;

Requirements:

• Medical background
• Technical knowledge in Health sector
• Preferably of Ukrainian nationality with excellent Ukrainian and English in writing and speaking
• Ability to organize, plan effectively, prioritize & time-management, delegation of duties
• Ability to work in difficult conditions (tightened security & safety measures, deteriorated security situation following wide-spread tensions & hostilities in Ukraine area), ability of higher stress management & acceptance level
• Excellent experience with people’s/team management, including development of national team capacities
• Proven excellent experience with program/project management including supervision of procedures and compliance with donors’ requirements
• Excellent communication skills (incl. crisis management, negotiations, coaching/mentoring exp. etc.)
