Background:

CRS programs in Indonesia, Timor Leste and the Federated States of Micronesia (FSM) and the Philippines constitute the East Asia and the Pacific sub-regional hub with overall leadership from the Sub-regional Country Representative (CR). The Sub-region encompasses some of the most disaster-prone countries in the world. In recent years, CRS has also started to provide outreach support to Caritas Oceania to support organization development and build emergency preparedness capacities across south Pacific islands.

The Indonesia and FSM Country Programs (CPs) have a robust Disaster Risk Reduction and Humanitarian Response program portfolios implemented by diverse teams of committed staff and high-capacity local partners. In line with country strategies, the teams are also exploring expanding CPs’ portfolios into climate change adaptation. CRS Indonesia and FSM Country Programs have a renewed and reinvigorated commitment to expanding the impact of our programs by developing an influential voice with government stakeholders, staking out a position as the Agency leader in Homes & Communities post-disaster recovery, advancing local leadership with strategic government, Church, and civil society partners, and combatting the effects of climate change.

This position is based in Jakarta, Indonesia. The position is open to international and Indonesia national applicants.

Job Summary:

As a member of the East Asia and the Pacific Sub-Regional Leadership Team, you will provide strategic direction, leadership, and support the programmatic portfolio of Indonesia and FSM CPs. Working with Country Managers (CM) and program leaders in each Country Program (CP) and under the guidance of the Sub-Regional Country Representative, you will ensure the establishment, expansion, and successful implementation of high-quality programs serving the poor and vulnerable in Indonesia and FSM. Your leadership, management and knowledge will ensure that CRS in Indonesia and FSM deliver high-quality projects and continuously works towards improving the impact, sustainability, and accountability of their programming. In line with agency and regional commitment to work toward greater diversity and increasingly local CP and regional leadership teams, you will prioritize local leadership and support hiring, training and mentoring of high capacity national staff capable to take senior program positions in Indonesia and FSM.

Roles and Key Responsibilities:

  • In collaboration with the Country Managers in Indonesia and FMS and Subregional CR, provide strategic direction for the design of the CPs strategic frameworks and plans to optimize the impact of programming interventions in line with regional and agency strategic priorities. In collaboration with Country Managers and Subregional Country Representative, support CPs to utilize CP Strategies to guide major programming, partnership, local leadership, influence and BD initiatives.
  • In coordination with the Subregional BD Specialist, oversee the implementation of business development strategies and actively participate in business development cycle to ensure quality proposals per agency and donor standards.
  • Lead high-quality project design, implementation and closeout, incorporating project management standards and MEAL methods, appropriate to scope, context, and technical requirements of projects. Coordinate planning of activities across various projects from different sectors to ensure integration of program interventions and efficiency in implementation.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance assessment for direct reports. Contribute to developing staffing plans for projects and to the recruitment process of senior project staff. Prioritize the identification, training and mentoring of staff as part of the CP’s commitment to local leadership.
  • Create and maintain conditions for learning for each CP and cross-CP learning in collaboration with Technical Advisors (TAs) supporting the Asia region. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Promote accountability, learning and knowledge management overseeing implementation of the MEAL policy, as well as cross-sectoral and cross-department learning.
  • Coordinate with CPs PMs and Operations/Finance leads to ensure appropriate project budgeting and efficient use and stewardship of project material sources.
  • Support CPs in the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools and approaches in alignment with CP commitments on local leadership and partners capacity strengthening.
  • Ensure technical assistance and capacity strengthening for project teams and partners in project management standards and related MEAL, business development and operational activities. Identify training opportunities, develop training curriculums and deliver trainings.

Required Languages – English; knowledge of Indonesia Bahasa a plus

Travel – Willing and able to travel up to 25% (please note current travel to FSM is restricted due to COVID-19)

Supervisory Responsibilities: Indonesia Program Managers and Senior MEAL Officer

Key Working Relationships:

Internal: Subregional Country Representative; Country Managers in FSM and Indonesia; Program and MEAL staff in Indonesia and FSM; Subregional MEAL Manager; Sub-regional BD Specialist; Deputy Regional Director, Program Quality (DRDPQ); TAs supporting the region and Senior Technical Advisors (STA)

External: Donor agencies, local partner organizations, local government representatives, international and national non-governmental organizations

Preferred Qualifications:

  • Excellent English writing skills.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience and abilities in capacity strengthening – developing curricula and facilitating trainings.
  • Experience using MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, and knowledge sharing networks.
  • Experience working in Asia or strong understanding of development environment in East Asia and the Pacific.

Qualifications

Basic Qualifications:

  • Master’s Degree in International Development, International Relations or relevant field.
  • Minimum of five years of relevant field-based program management, at least three years of middle/senior management experience.
  • Experience in the development of successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation.
  • Experience in partner capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. Experience working with Church partners a plus
  • Experience in community development, community mobilization, or similar grassroots, self-help initiatives.
  • Experience in project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors, including USAID, DFAT and UN agencies.
  • Experience with successful business development activities capturing public and/or private donor funding.
