Polish Humanitarian Action (PAH) is currently looking for a Head of Programmes for its Mission in Iraq.

Duty station: Erbil with frequent travels to the field locations

PAH has been present in Iraq since 2016, delivering humanitarian aid to the most vulnerable of the conflict-affected population in hard to reach area. PAH provides assistance to internally displaced people, refugees, returnees and hosting communities in camps and non-camp locations, elderly and single mothers, working in the sectors of Protection, WASH, MPCA, Food Security and Livelihoods.

Purpose of the role: to provide leadership to Iraq- Mission Program Team and take overall responsibility of program design, development and management.

Main responsibilities:

Specific Objective 1 : Take lead in managing program human resources at mission level.
��� Plans programme related recruitment, initiates it for direct employees and takes part in recruitment processes; drafts / revises programme job descriptions and assists in new programme staff orientation.
��� Approves hiring of all new programme and project coordinators.
��� Develop periodic performance objectives for subordinate staff and conduct performance evaluations. Provides on the job support and training to staff to build capacities.
��� Leads programme team meetings and assigns tasks to subordinate programme staff; regularly monitors supervise and monitor performances.
��� Motivates the programme team and creates a culture of cooperation and learning.
��� Conducts programme staff annual performance evaluations and recommends relevant staff trainings.
��� Develops overall staff competence through leadership, training and coaching of technical and management key programme staff.

Specific Objective 2: Program Strategy Development: In coordination with the Head of Mission and with the support of HQ Head of Programmes, develops a long-term strategy for programmes on the mission, operationalizes it and leads its implementation.
��� Contributes to the mission���s strategy development, creates / revises programme strategy in a collaborative manner: gathers inputs, assesses and analyses; presents the findings to Head of Mission/ Global Head of Programmes; shares the strategy with their team and periodically revaluates it.
��� Creates annual programme budget and monitors it.
��� Identifies sources for programme funding chosen in accordance with strategic goals and applies for these.
��� Initiates and leads the conduct of assessments for new humanitarian and development projects, as well as rapid response to new humanitarian situations, if resources allow.
��� Takes the lead in the planning and kick-off of new projects according to PAH project cycle management guidelines.

Specific Objective 3: Program quality assurance: Defines the common approach and standards across PAH programmes and monitors their coherent application
��� Fosters synergies between programme areas where possible (integrated approach), supports the integration of cross-cutting issues throughout all humanitarian initiatives and ensures adherence to Sphere standards or any other international standards in program design and implementation.
��� Regularly initiates revision of PAH programme documentation, analyses gaps, in cooperation with programme/project and M&E teams, develops necessary tools; shares them across programmes.
��� Gathers / Documents programme lessons learned and best practices for dissemination within PAH mission, to donors and to other stakeholders, when relevant, in order to ensure synergetic programming and cross-programme collaboration in PAH.
��� Comes up with a coherent visibility strategy for PAH programme and monitors its implementation.
��� Engages in policy formulation related to programmes in the country on behalf of PAH
��� Ensures the respect of humanitarian principles in PAH programmes.

Specific Objective 4: Fund raising: Donor mapping, networking, professional relationship and partnership buildings and proposal development.
��� Experience working with Western and European institutional donors, UN Agencies and humanitarian pool funds.
��� Confirmed quality proposal development skills if PAH sectors.
��� Proposal development for humanitarian emergencies and development programing.
��� Recognized networking and relationship building with donors.
��� Donor mapping and finding new funding opportunities to meet program targets.
��� Experienced building working relationships and networking for new partnerships.
��� Maintain relationship with PAH existing donors specially for Iraq mission.

Specific Objective 5: Program implementation and coordination: Controls the timely and effective implementation of projects as well as the use of budget and other resources, enabling synergies within and across programmes.
��� Ensures projects in the mission are implemented in line with PAH project cycle management guidelines.
��� Sets up planning tools for projects to be able to monitor overall implementation of strategy and projects (deadlines, budgets, indicators).
��� Manages the common part of the programme budget (programme related salaries, programme training, bigger programme procurements).
��� Manages programme related information (unification of tools, creation of databases etc.).
��� Together with other departments analyses costs and searches for ways of cost optimization.
��� Monitors programme implementation and provides guidelines and timely support to programme staff.
��� Organizes programme reviews with programme staff, develops plans to address gaps identified by MEAL department.
��� Reports regularly to Head of Mission/ Global Head of Programmes on an agreed format.

Specific Objective 6: Programme Representation: Represents PAH in clusters, other NGOs��� relevant forums, government sectoral departments and other stakeholders.
��� Participates in meetings with humanitarian stakeholders, donors and prospective donors; delegates or actively participates in cluster meetings and WG meetings, if needed; establishes new WGs, if needed.
��� Coordinates with government line departments, shares programme updates and necessary reports when relevant and build working relationships.

Specific Objective 7: Cooperation: Cooperates with other departments at the mission.
��� Takes part in senior management meetings; opinionates procedures of other departments, address communication gaps between operations and programmes for effective and efficient program implementation.

The successful candidate will be selected based on the qualification requirements described below:
��� Experience in managing programs or projects (minimum 3 years) within difficult operating environments;
��� Proven experience in team management (at least 5 years):
��� Experience in designing and writing proposals for funding and in developing donor relationships (documented successes in applying for institutional funds);
��� Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
��� Strong results orientation with the ability to challenge existing mind-sets;
��� Proven ability to manage a complex and demanding workload;
��� Highly developed interpersonal and communication skills;
��� Excellent spoken and written English (local languages will be an asset);
��� Good knowledge of Microsoft Office tools;
��� University degree in relevant field.
