Global Network of People living with HIV

Background

The Global Network of People Living with HIV (GNP+) is a network for people living with HIV, run by people living with HIV. We engage with and support national and regional networks of people living with HIV. We build broad partnerships with individuals, organisations and institutions to increase our influence. Using the power of evidence-based advocacy, we challenge governments and global leaders to improve access to quality HIV prevention, treatment, care and support services.

GNP+ is located in Amsterdam and Cape Town offices. The team is led by two Co-Executive Directors and there is a Board that helps to set the overall strategic direction for the organisation. GNP+ has a dedicated team of 34 staff, some work remotely, but the majority are based in our two offices

GNP+’s programmes are guided by our Strategic plan and broadly fall into four categories: meaningful engagement; human rights; treatment access; health for all. The number of individual programmes can vary and includes: the Love Alliance, PLHIV Stigma Index, Global Partnership for Action to Eliminate all forms of HIV-related Stigma and Discrimination, CLAIM, HIV criminalisation, digital health and rights, EPIC, the Fight AIDS coalition and Positive Universe. Position Summary

Global Network of People Living with HIV (GNP+) is seeking to fill the role of Head of Programmes. Our new colleague will design, manage and monitor all our programmes. This is a rewarding leadership role. The successful candidate will excel as both an inspirational leader and a team player, able to thrive in a dynamic environment involving multiple and diverse stakeholders. Strong grant and programme management are essential for this role. Multitasking skills and the ability to prioritise a busy workload are also important. Candidates must be fully committed to advancing social justice for people living with HIV and marginalised communities.
Programme leadership, planning and implementation

  • Provide leadership on overall programme design, development, implementation, monitoring and risk management, in alignment with the GNP+ strategy.
  • Ensure coherence and collaboration across programme priorities, identifying opportunities to maximise synergies.
  • As a member of the Senior Management Team (SMT) support the support the Co-Executive Directors to lead the development of both strategic and operational plans for GNP+.
  • Ensure quality implementation of all GNP+ programmes and support the programme managers in budgeting and reporting.

Monitoring, evaluation and learning

  • Provide oversight of monitoring, evaluation and learning (MEL) of all GNP+ programmes and provide regular reports on impact and challenges to the GNP+ Board.
  • Oversee and ensure quality and timely submission of quarterly and annual reports for MEL purposes.
  • Coordinate GNP+ learning processes to influence internal and external policies and processes that promote GNP+ agenda.

Donor relationship management and resource mobilisation

  • As the member of the SMT, gain a thorough understanding of international trends and policies to translate them into funding opportunities and strategies for GNP+’s growth.

Financial management and compliance

  • Provide oversight of programme budgets and grants, liaising as appropriate with funders and the GNP+ Finance team, to ensure compliance with reporting and expenditure requirements.
  • Oversee and advise on programme spending, ensuring it is in line with donor contracts and compliant with organisational financial policies
  • Lead the development and implementation of guidelines for management of partnerships and grantees in line with GNP+’s policies.

Talent management and coaching

  • Coach and guide programme leaders in managing and developing their teams and collaborating with other programmes, such as admin, finance and communications.
  • As a member of the SMT, support in the recruitment and retention of programme staff. Ensure an enabling environment for programme staff, to encourage productivity, innovation and leadership.
  • Conduct comprehensive performance appraisals of supervised team members and provide feedback when necessary.

Network partnerships

  • Lead the identification, assessment and strengthening of appropriate tools and approaches that strengthen organisational systems for effective grants and programme implementation.
  • Collaborate and represent the GNP+ within different engagements and partnerships.

Experience and Qualifications

  • Essential:
    • Degree or equivalent qualification and minimum of 10 years’ experience working specifically on issues around HIV, key populations and/or human rights.
    • In-depth understanding of the political environment GNP+ operates in, including global discussions on HIV, health and human rights, and the Sustainable Development Goals.
    • Experience working in the not-for-profit sector, including an in-depth understanding of the work of networks and organisations of people living with HIV in at least one region.
    • A minimum of 10 years’ experience of programme management, implementation and capacity-strengthening in a field related to the work of GNP+.
    • Expertise on human rights and/or stigma and discrimination and/or access to treatment for people living with HIV and/or key populations.
    • Experience in managing a multicultural team based in different locations with a wide spectrum of skill sets.
    • Financial experience – managing budgets, financial reporting.
    • Resource mobilisation experience – developing funding proposals, liasising with funders.
  • Desirable:
    • In-depth understanding of social science research and studies (e.g. as demonstrated by a postgraduate degree in a relevant discipline or equivalent experience)
    • Expertise in global policy analysis, developing global advocacy campaigns, or managing large scale community mobilization/strengthening programmes
    • Knowledge or technical expertise on HIV, public health, sustainable health financing, SRHR, and/or communicable and non-communicable disease related issues
    • Experience in remote management where team members are spread across the globe.

  • Skilled communicator with the ability to engage with a diverse range of stakeholders.
  • Strong leader who is able to inspire, motivate and lead others.
  • Fluent in spoken and written English (essential).
  • Able to communicate in additional languages relevant to GNP+’s work and partners (e.g. French, Spanish, Portuguese, Russian) (desirable).
  • Committed to working to improve the quality of life of people living with HIV and strengthening the meaningful engagement of people living with or affected by HIV in the design and implementation of policies and programmes.
  • Responsible and reliable manager and team member.
  • Highly self-motivated and able to thrive in a team.
  • Able to prioritise a busy workload and work under pressure to meet deadlines.

Contract Hours: Full time (36 hours per week). Note that the seniority of this post will require flexibility on occasion to meet the demands of the role.

Location: Cape Town, Amsterdam or remote

Terms of Employment: 1 year contract, subject to satisfactory completion of probationary period. Renewable by mutual agreement.
