Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Deputy Chief of Mission (DCoM), the Head of Programme Support Unit will be responsible for managing the Programme Support Unit (PSU), which provides crosscutting support for project development, Monitoring and Evaluation (M&E), reporting, data analysis, knowledge management, external communications, and donor relations in IOM Mozambique. They will ensure fluid communication among the different IOM Mozambique programmes, while mainstreaming global processes in all programmatic areas.

Core Functions / Responsibilities:

  1. Provide advice, guidance and inputs to support the development of new programmes/projects, that (a) comply with institutional and donor requirements and (b) are aligned to the IOM strategic plan and relevant national and regional polices/frameworks, in close coordination with the Chief of Mission, Deputy Chief of Mission, Regional Office including Regional Thematic Specialists, relevant programme managers, resource management unit, governmental authorities as well as partners’ organizations.
  2. Ensure support to all units on project development, monitoring implementation, reporting, data and knowledge management, communication and administration.
  3. Identify potential funding sources among government and non-government donors, in line with IOM’s overall strategy in the country, liaise with donor counterparts, in coordination with the DCoM and Heads of Units, to discuss programme and project possibilities, and participate in raising funds for new projects/programmes.
  4. Oversee the effective monitoring and reporting on the implementation of IOM Mozambique’s projects to donors in coordination with the DCoM, Heads of Units and relevant Programme Managers and ensure timely submission of quality project reports for compliance with existing project agreements.
  5. Supervise knowledge management and promote information-sharing and coordination among all project teams, aligned to IOMs Knowledge Management Strategy.
  6. Lead initiatives to ensure the effective communication of migration data and ensure quality control of essential data products. Ensure the efficient and timely delivery of key information.
  7. Identify emerging issues, develop talking points, communication material, and produce other types of documents as required.
  8. Act as a focal point of the Country Office (CO) and coordinate and respond to internal inquiries from Headquarters and regional office as requested by the CoM.
  9. Maintain frequent formal and informal contacts with IOM colleagues in HQ, Regional, and Country Offices, ensuring that proper coordination is conducted.
  10. Contribute to the organization of relevant IOM Mozambique events, such as donor briefings, International Migrants Day, Global Migration Film Festival, and others.
  11. Support the coordination of the UN Network for Migration (UNNM) in Mozambique and ensure the PSU acts as its secretariat.
  12. Keep abreast of policies, international standards, specific developments in the region, on the one hand, and other relevant migrant populations on the other, particularly the protection of vulnerable people to improve future coordination.
  13. Supervise and lead a multi-cultural team.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Statistics, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Professional experience in an international organization in data analysis and project development, implementation, reporting and evaluation;
  • Substantive experience in dealing and supporting migrant organizations and in promoting and implementing migration policies; and,
  • Experience in writing papers, briefings, articles, and with own work published.

Skills

  • Good level of computer literacy;
  • Excellent drafting skills;
  • Solid knowledge of results-based project development, planning and implementation;
  • Familiarity with inter-agency coordination mechanisms and processes could be an advantage;
  • Thorough knowledge of migration matters;
  • Excellent knowledge of migration data;
  • Proven expertise in project development with a research component, fundraising, collaboration with other international organizations and network/partnership building;
  • Proven expertise in intergovernmental processes and liaison with Civil Society Organizations (CSOs) and other organizations; and,
  • Familiarity with inter-agency coordination mechanisms and processes could be an advantage, especially the UN Network on Migration.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
