Context:

Under the direct supervision of the Senior Accountability to Affected Populations (AAP) Policy and Project Adviser, and the overall direction of the Senior Migration Crisis Analyst of the Department of Operations and Emergencies, the successful candidate will be responsible for strengthening the institutional implementation of the IOM AAP Framework, IN/285.

In order to be successful in this position, the AAP Policy and Programme Officer will need AAP/Community Engagement technical expertise in crisis-related contexts with a demonstrable experience in inter-agency coordination, regional and country capacity-building support, strategic planning, and resource mobilization for AAP mainstreaming in humanitarian programming.

Core Functions / Responsibilities:

  1. Provide technical support across the Organization in the operationalization of the Frameworkby: a) Supporting regional offices and country missions through technical and project reviews, and coordination support, including interagency, in integrating AAP components in context-specific strategies and programming; b) Managing the standardization of Complaints and Feedback Mechanisms (CFMs) implementation and the integration of AAP components through institutional planning and operational frameworks (e.g. Country Response Plans, MCOF strategies, department strategies, global appeals), institutional reporting (e.g.: Strategic Framework Results, Institutional Questionnaire) and external reporting commitments including the IASC, Grand Bargain, MOPAN and ensuring AAP is included and reported in work plans, annual and interim reports; c) providing surge support to country operations to establish an outline of AAP strategy/workplan and SOPs, as applicable; d) supporting the monitoring and reporting of AAP components in strategic work plans, annual reports, and AAP indicators aligned with the Organizational Strategic Results Framework as well as external reporting commitments including the IASC, Grand Bargain, MOPAN, etc.; and e) Support in-country surge, through coordination, expert skills development, deployments, including coordination with SBP specialist rosters and deployees.
  2. Provide training and capacity-building on AAP across the Organization by: a) Managing the IOM internal deployment roster for AAP dedicated capacity; b) Developing tools and operational guidance to enhance AAP expertise across the Organization, ensuring regional and country missions have resources to mainstream AAP effectively in their work; c) Updating standard AAP training modules, developing new context-specific training, including in coordination with sectors and cross-cutting issues, and creating learning components to integrate AAP in existing institutional training; d) conducting AAP training in various modalities including virtual, blended, and in-person training for regional offices and country missions, or focused on regional responses needs.
  3. Strengthen resource mobilization on AAP by: a) Supporting the development of resource mobilization capacity-building tools to support regional offices and country missions to include AAP in proposals and resource mobilization efforts, including tools for staffing, terms of reference, and donor-specific templates; b) reviewing project proposals and endorsement processes in ensuring projects are up to standard on AAP commitments; c) Developing AAP-focused project proposals, globally and to support regional and country offices, that can ensure resources for increased mainstreaming of AAP in IOM.
  4. Reinforce knowledge management on AAP by providing oversight to: a) The maintenance of the AAP knowledge management hubs, including best practice documentation and case study collection; b) engagements within the AAP Community of Practice, and with the whole organization, to foster knowledge exchange on good practices and lessons learned; c) provide coordination and technical support to research initiatives supporting people-centered field operations and strategic planning, particularly on routes-based approach, mixed migration flows, and resettlement and movement management programming, climate change and migration-related issues.
  5. Support the Senior AAP Policy and Project Advisor in facilitating cross-divisional and interagency collaboration on AAP by: a) supporting the integration of AAP into policy, strategic papers, priorities, and planning to promote AAP in the organizational priorities, as well as within cross-cutting advocacies including but not limited to Protection, Gender and Diversity Inclusion, Youth, Protection from Gender-based Violence and PSEAH; b) Providing coordination and technical support to strengthen synergies in AAP mainstreaming across IOM programming including but not limited to: RMM programming, Data and DTM, TRD Community-Based Planning, Shelter and NFI, Cash-based Intervention, MICIC, MCOF, Localization, Climate

Change, Health and RCCE, Monitoring and Evaluation, and other opportunities relevant to AAP Framework implementation. C) Supporting Interagency collaboration and initiatives, such as the work of the IASC task force on AAP towards fostering collective initiatives globally.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Humanitarian Action, Communications, Anthropology, Human Rights, or related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above field with seven years of relevant professional experience.

Experience

  • Minimum of five (5) years of experience focused on AAP and Community Engagement, particularly in the area of programming, training, resource mobilization, and knowledge management with knowledge of IOM crisis programming and operational structure;
  • Minimum of two (2) years of field experience in the context of crisis-related response with dedicated AAP technical and coordination responsibilities;
  • Demonstrated experience in multi-stakeholder and interagency coordination and partnerships required. Experience in AAP regional coordination is preferred;
  • Demonstrated experience in developing tools and guidance for AAP integration in humanitarian and development programming is required. Experience in developing AAP tools and guidance for crisis contexts and RMM programming is desirable;
  • Experience in resource mobilization, with a focus on AAP mainstreaming, is required;
  • Experience in capacity building including training content development and conducting country and regional AAP trainings in person is required. Conducting training in a blended virtual format with the use of innovative software for maximum interaction with participants is desirable; and,
  • Understanding of IOM surge deployment and external deployment systems, and experience in coordinating external Standby partner (SBP) roster deployment is preferred.

Skills

  • Good knowledge of principled humanitarian action and the broad range of migration subject areas dealt with by the Organization;
  • Proficient in the use of Microsoft Office products particularly SharePoint and Teams, and software used for presentations including Excel, Word, and PowerPoint, and good knowledge of graphic design platforms such as Publisher, Canva, Adobe, etc;
  • Proficient in the use of interactive software applications for virtual training and events including

Zoom features, Miro, Slido, and other similar applications; • Excellent verbal and written communication skills; and,

  • Excellent level of coordination and diplomacy skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
