Background:

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.

Jordan hosts nearly 670,000 registered Syrian refugees, on average they have lived in in Jordan for over seven years. Often cited as amongst the most welcoming environment for refugees in the region, Jordan has put in place over the years a myriad of progressive policies in support of refugee presence in the country. Despite tremendous efforts and goodwill from the Jordanian population, its government and the international community, over the past decade, effective progress has been limited. Since the border with Syria re-opened in October 2018, 7% of Syrian refugees have returned and no more than 1% resettle annually. In addition, there are nearly 90,000 refugees of other nationalities residing in Jordan and registered with UNHCR, who have quite a different set of needs than Syrian refugees.

Job Purpose

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high-quality programmes.

What you will do

  • Line management for Core Competence Specialists, Head of Monitoring, Evaluation and Learning (MEAL) and Head of Program Support Unit
  • Member of the Country Management Group (CMG) – actively participate in the general oversight of the country office participating actively in office wide initiatives
  • Lead the annual strategy review process and the development of Core Competency strategies ensuring that they are aligned to regional and global priorities and strategies and that learning is at the centre of this process.
  • Lead the implementation of relevant objectives under the newly adopted 2022 – 2025 Country Strategy, placing humanitarian and development coherence at the centre of NRC programming.
  • Development of holistic and needs based programmes, including cash-based interventions and market based programmes
  • Oversee the roll out of the Program Support Unit department ensuring strong levels of compliance and accountability with donor obligations as the office increases its share of development funding and consortia – based programs.
  • Develop funding strategies and forecasts – lead fundraising efforts for the Country Office ensuring stable income for the coming strategy period and build on existing efforts to reduce reliance on humanitarian donors.
  • Actively promote synergies between Advocacy, MEAL and Programs ensuring immediate assistance to refugees and vulnerable Jordanians and work actively with the Area Managers to ensure coherence and collaboration between technical and implementation teams.
  • Oversight of Grants management, Budget Programme Overview allocations and reporting to donors, including compliance with donor standards
  • Promote NRC’s effort to ensure strong coordination and engagement with national authorities and civil society while actively working to increase refugee participation in decision making.
  • Capacity building of all technical staff, Quality control, Monitoring & Evaluation and organizational learning
  • In-country representation in various forums

Professional competencies, Qualifications & Skills required

  • A Bachelors degree in a relevant field of study
  • Minimum 4 years’ experience in a senior management position with programming/core competency experience within humanitarian/recovery as well as development context experience
  • Demonstrated experience in strategic thinking, program development as well as learning and evaluation
  • Knowledge of cash-based interventions and market based programmes
  • Demonstrated experience with International Financial Institutions and development donors is an added advantage
  • Demonstrated experience in protracted crisis and refugee hosting countries
  • Fluency in English, both written and verbal, fluency in Arabic is an added advantage

Additional Information:

Duty Station: Amman, Jordan

Duration of contract: 2 years renewable, full-time, in accordance with local labour laws.

Grade 11 in NRC’s grading structure

Travel: Upto 10% domestic
