The Opportunity

The Head of Programme Impact and Learning (PIL) is an exciting leadership role within Trócaire’s Global Programmes Division. The Programme Impact and Learning unit works to improve the quality and impact of the programmes and projects supported by Trócaire in Ireland and internationally. It does this by supporting Trócaire staff and partners to strengthen how they do their work, with a specific focus on how programmes and projects are designed, implemented, monitored and evaluated, and to improve the generation and use of learning to strengthen and inform programmes. The priority focus areas of the team are to:

· Strengthen Programme Cycle Management (PCM) and Monitoring, Evaluation, Accountability and Learning (MEAL) practices within projects and programmes in Ireland and internationally.

· Support increased accountability to communities within programmes and projects, with a particular focus on strengthening community participation and ownership at every stage of the programme cycle.

· Strengthen the systems, processes and skills required to capture and share programme learning and knowledge across the organisation,

· Leverage technology to improve the efficiency and effectiveness of Trócaire programmes.

The post holder will work closely with teams in the International Division, Corporate Services and with country offices. The Programme Impact and Learning team currently comprises the Head of Programme Impact & Learning, two Global Monitoring and Evaluation Advisers, an Accountability Advisor, a Knowledge Management & Learning Advisor, a Data Collection & Analysis Advisor (Kenya based) and a Technology in Programmes Advisor (Kenya based).

The role can be based in Ireland or in Kenya and will report to Trócaire’s Director of Global Programmes. Overseas travel is required for the role and the successful candidate can opt for hybrid working in line with country policy.

You will report to Director of Global Programmes.The job opportunity will be offered on a Contract of Indefinite duration in Ireland, or three year fixed renewable contract in Kenya and is based in Maynooth, Co. Kildare, Ireland or Nairobi, Kenya[1]. As part of your role, you will manage a team of six professionals.

We’d love if you had a related professional qualification or equivalent experience, particulary in project cycle management and MEAL and a strong track record and understanding of international development. At leave five years of leading and managing teams as well as strong team-building skills and competencies. Experience of Technology in development, digital tools and platforms, and of change management.
