Human Appeal is a faith-based charity that aims to abolish poverty by providing humanitarian aid, sustainable development programs and championing advocacy for our beneficiaries worldwide. Human Appeal has 7 International Field Offices across Africa, Asia and the Middle East (Iraq, Lebanon, Pakistan, Palestine, Somalia, Turkey, and Yemen). We are currently recruiting for a dynamic Head of Orphans and Child welfare to lead and continue to expand our mission Globally, This is a 12 month fixed term contract, with potential for permanent role depending on availability of funding. The salary is dependent on your experience, expertise and local field base where you are hired. You will be reporting to the Director of Programmes at Head Quarters.

Main Job Purpose To act as the overall lead for Human Appeal’s Orphans and Child Welfare programme for the Programmes department, country offices and downstream partners. To lead the development and implementation of the programme strategy, including managing and capacity building country offices and downstream partners, leading on child protection and safeguarding and ensuring the smooth implementation of the programme with a focus on country offices and external stakeholders. To monitor and continuously improve Human Appeal’s Orphan Sponsorship Programme to enhance donor engagement, increase the acquisition and retention of donors and ultimately maximise income and increase beneficiary outreach. All with a view to consistently improving Human Appeal’s Orphans Sponsorship Programme and to develop and deliver sustainable child welfare projects.

Essential Job Responsibilities • Act as the overall lead for the child welfare programme for the programme department, country offices and downstream partners • Develop a five year strategy for Human Appeal’s Orphan and Child Welfare Department in line with the charity’s strategic priorities, conducting regular reviews and assessment of the programme • Build a path for growth for the orphans and child welfare unit and include processes improvements and system needs into your considerations • Support, coach and develop staff in the OCW unit and in the OCW teams in Field offices • Develop annual OCW objectives Internationally in Africa, Asia and the Middle East • Deliver OCW objectives with the OCW sponsorship projects delivered in budget and in time • Oversee the preparation of reports to effectively communicate the results of OCW to the Senior Management Team, Board of Trustees and Donors • Play a key role in the day-to-day operations of the OCW unit alongside the Management Team • Develop and roll-out a best practice Child Welfare framework and associated policies across all Human Appeal country offices and downstream partners • Lead staff in the country offices’ child welfare department via the Programmes manager • Capacity[build country offices and downstream partners via the Programmes manager • Ensure all HQ departments, country offices and downstream partners receive the best support from Human Appeal in relation to 1-2-1 Orphan Sponsorship and Child Welfare projects • Work in close co-ordination with the orphans operational manager and orphans programmes manager to ensure country offices and programme teams receive a high level orphan sponsorship and child welfare service • Develop and maintain regular and strong communication channels with internal departments including Communications, Finance and the Safeguarding Advisor • Ensure through the operational manager the smooth overall running of Human Appeal’s Orphan Sponsorship Programme at HQ level and that all fundraising teams (HA UK and regional offices) receive the best support possible from Human Appeal in relation to 1-2-1 Orphan Sponsorship programmme • Work in close co-operation with the systems department to improve sponsorship service delivery • Achieve year on year increase in the acquisition and retention of donors to the Orphans Sponsorshop Programme

Accountabilities • Assume overall leadership, oversight of planning, implementation and development of Human Appeal’s Orphan Sponsorship and Child Welfare Programme in the Headquarters and at country office level • Continue the development of a comprehensive OCW strategy to guide the development of country-specific plans • Ensure all OCW activity complies with the organization’s policies, procedures and operational practices • Embrace the vision and mission for the OCW portfolio and effectively manages available financial and human resources, including effectively managing relationships with relevant internal and external stakeholders to make that vision a reality • Ensure strong coordination between the Orphans operational manager and the orphans programmes manager to enable addressing needs from all stakeholders are identified and addressed in time and with the highest possible quality. • Ensure a continual review of the current 1-2-1 Orphan sponsorship methodology is undertaken through reviewing feedback and researching competitor’s work to consistently improve the programme and donor experience in cooperation with your team • Aid in the preparation of yearly budgets for the programs department • Act as a public representative of the organization in the OCW sphere, attending events, initiating contacts and delivering presentations to public and private audiences as necessary • Complete regular 1-2-1’s and annual appraisals with International Programmes department staff • Oversee the planning and implementation of a portfolio of OCW impactful Programmes, working closely across teams to ensure donor requirements are met • Foster existing relations with governmental, non-profit and community organizations; identifying new opportunities with prospective supporters and collaborators • Ensure budget compliance and annual objectives are met on a quarterly basis in relation to International Programmes activity • Oversee OCW Programmes Reports produced by Field Offices, including annual reports for donors • Stay informed about security, political developments and OCW needs around the world • Responsible for financial management for the implemented projects Internationally, through regular review to the project’s expenditure to ensure budget utilization and spending target are met per project • Responsible for implementing partners’ performance and delivery of capacity building as-required through calling for regular meetings and progress report which assess project performance against objectives to ensure the partners are capable to implement the project

At Field level, mainly through the management of the OCW • Ensure that any change in the national policy is reflected in Human Appeal’s Child Protection Policy and that this policy is incorporated across all of Human Appeal’s Orphans and Child Welfare work • Ensure Human Appeal has membership and representation at relevant Child Protection Networks and clusters • Ensure provision of Child Protection training and capacity-building programmes and country office staff • In coordination with your team, ensure regular international travel is undertaken to conduct assessments and audits of Orphan and Child Welfare programmes across Human Appeal remit locations, providing feedback and recommendations • Ensure a downstream partner selection and review framework with a key focus on quality and value for money is developed and rolled out • Ensure strong communication channels between Human Appeal country offices, downstream partners and the programmes department are developed and in place • Raise the profile of Human Appeal and its Orphan and Child Welfare Programme in the development sector through networking and representation on appropriate platforms in coordination with your team • Support country offices by providing technical assistance on proposals or reviews to ensure funding for child welfare projects directly and through your team • Engage in continued professional development and research relating to the sector and with a particular focus on child protection and safeguarding directly and through your team • Ensure delivery of awareness raising workshops to internal stakeholders through your team

At HQ level, mainly through the management of OCW : • Lead on planning, implementation and delivery of Human Appeal’s Orphan Sponsorship Programme at HA UK with donor and fundraising teams (HA UK and regional offices) in coordination with the operational manager (who will be managing this task) • Undertake international travel to conduct assessments and audits of Orphan and Child Welfare programmes across Human Appeal remit locations, providing feedback and recommendations • Manage the process of donor feedback – with orphans programme manager – in terms of quality of information and timescales from HA UK country offices to ensure the satisfaction and retention of donors • Work closely with the Fundraising and Communications departments to drive a strong Orphans brand and contribute to the overall donor engagement strategy • Engage in continued professional development and research relating to the sector and with a particular focus on child protection and safeguarding • Work closely with, manage or supervise assistants, volunteers and interns

NB: Employee duties are not limited only to the above-mentioned Accountabilities; he/she may perform other duties as assigned.

Experience and Technical Competencies • A post-graduate degree in development, international relations or related field • At least 5 years of progressively responsible INGO work experience, including experience in a leadership role at management level. • At least 3 years’ experience in a comparable role involving; • A record of effective management and reporting skills • Experience in budgeting, budget-tracking, and balance-sheet management • Experience of building personal networks at a senior level, resulting in securing new opportunities for the organization • Proven leadership and management experience with a multi-disciplinary team in a cross-cultural setting, including active mentoring and coaching • Proven experience delivering appropriate levels of oversight of a portfolio consisting of a variety of complex, high-value donor-funded projects • Experience of designing & implementing project proposals and concepts • Strong understanding of programmatic themes, such as: Protection, Shelter and NFIs, Food Security and Livelihoods • Extensive representation and fundraising success, including prior experience with UN, European, US and International Donors • Experience of managing security in a complex and rapidly changing security context • Proven ability to negotiate and work with partner organizations • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes • A keen understanding of political complexities in the Middle East region, Knowledge of local laws • Demonstrable passion for international development work and humanitarian aid • Basic computer skills (Word, Excel, PowerPoint , etc..) are essential • Fluency in English is required; any additional languages are a bonus eg. Arabic, Urdu are desirable.
