The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Juba, South Sudan.

As Head of Operations you will be a key member of the Senior Management Team and lead the HR/admin, Logistics, Procurement and IT units, providing guidance, technical support and ensuring that the systems are in place, ensuring the most effective way of work and highest possible level of coordination among support departments and projects/ programs to improve efficiency. You will take the lead in developing and maintaining robust operational policies and procedures, SOPs, and contingency plans.

Your responsibilities

  • Serve as a key advisor to the Senior Management Team (SMT) on operational and administrative matters, especially related to the HR, Procurement and Logistics, Administration, and IT Unit
  • Ensure that operational procedures are in line with donor and compliance guidelines and that SOPs are in line with programmatic and financial SOPs
  • Advise the SMT on contradictions and looks for optimization among departments in terms of procedures
  • Ensure effective and result-oriented coordination among the support departments to deliver project services in a timely manner
  • Design, continuously update and implement system enhancing synergies between all support departments and Programmes
  • Directly lead the process of the development and staff capacity building across the departments to ensure that all staff are aware of and trained in the Standard Operating Procedures and related skills necessary for compliance
  • Develop strategic administrative and operational goals, action plans and ensure appropriate resources and structures for critical infrastructure functions (Human Resources, Administration, IT, Procurement and Logistics) to maximize the process efficiency and productivity
  • In direct collaboration with the SMT: monitor staff welfare and co-lead on implementing solutions and improvements

Your profile

  • A university or polytechnic degree preferably in Finance/Economics, Logistics, Public Administration, Law, Human Resources Management or a related discipline
  • At least five years demonstrated progressing experience in leading Units (HR, Logistics and Procurement, IT) in large scale Country Offices
  • Proven track of strengthening systems across the organization
  • Multi-country experience of working in a multi-cultural setting required; familiarity with the South Sudan context is a strong advantage
  • Experience with strategy development, operational design/management, and change management
  • System thinker, with service orientation and exceptional analytical skills
  • Leadership ability with demonstrated capacities to analyse needs, develop a plan and action the plan to completion
  • Capacity building approach with proven track of growing national staff through coaching and mentoring
  • Working knowledge of budget development and management
  • Excellent time management skills and ability to handle multiple priorities
  • Willingness to travel to project locations where living conditions are basic
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe’s programme countries
  • Excellent communication skills, including fluent spoken and written English
