We’re seeking a Head of Media in the OSCE Mission to Serbia (SRM000040)

Requirements:

  • a senior manager with an advanced degree in journalism, international relations or media law, media studies or related field; and 10+ years of experience including 5+ years at the management level.
  • Experience in working in or with the media or media policy and research field in gathering, organizing, editing, and disseminating information
  • the ability to prepare reports, public presentations, and related documents in simple, clear language for a broad non-diplomatic audience
  • Understanding of international media environment
  • Operational experience in managing financial and human resources, programs and projects (from their development, to monitoring and implementation)
  • Extensive experience in the field of media development and media reform
  • Experience supporting the professional development and capacity building of democratic institutions
  • Experience in policy formulation and writing monitoring and progress reports, as well as working with donors,

Desirable:

  • Knowledge of the local language in the Mission area
  • Knowledge of the historical and political situation in Serbia and South-Eastern Europe

Under the direction of the Head of Mission (HoM) and the direct supervision of the Deputy Head of Mission (DHoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of the Media Department is responsible for developing and implementing the Mission’s media affairs programme. Specifically, the incumbent is responsible for:

  1. The overall responsibility for managing the Media Department in relation to policy formulation, strategic development, planning and reporting, as well as budget control, provision of funds and fundraising for extra-budgetary projects;
  2. Acting as the Mission’s representative for contacts with senior officials of the relevant ministries, governmental agencies, political parties, media associations, media outlets and non-governmental organizations active in the field of the media affairs, and articulating the Mission’s policy on the media matters to the above mentioned officials;
  3. Providing reports to the HoM and DHoM based on the analysis of relevant laws and practises;
  4. Developing, co-ordinating and monitoring the implementation of OSCE capacity building projects in the area of media reform covering inter alia media legislation, media monitoring and media development;
  5. Liaising with other international, non-governmental and donor organizations, encouraging their engagement in media issues in Serbia and overseeing the capacity building of media institutions in the country;
  6. Working closely with the Office of the OSCE Representative on Freedom of the Media, providing advice on the state of media freedom and freedom of expression in the country;
  7. Managing the Media Department staff (permanent and temporary and consultants) and its programmes/projects, identifies problems and weaknesses and recommending solutions and improvements;
  8. Performing other duties as assigned.
