Head of Intake & Analysis Team

In line with the ICRC commitment to enhancing the culture of integrity, and the objective of responding effectively to any violations of the Code of Conduct, the ICRC is strengthening its investigation capacity by enabling a timely and thorough collection, review, and analysis of misconduct- and investigation-related data.

The post holder will ensure the timely distribution of information that will strengthen the procedures and institutional response to the code of conduct allegations linking in with ERCO functions including compliance reporting/donor disclosure, prevention, risk management, internal control, and assurance.

Purpose of the position

The Head of Intake and Analysis Team will manage the day-to-day operations of the Intake and Assessment Team (IAT) within the Investigation Unit, reporting directly to the Head of Investigations and will be responsible for managing the intake, screening, case management protocols and trend analysis of incoming misconduct cases and managing the IAT members.

They will ensure ERCO’s ability to provide relevant and timely misconduct data and analysis as needed for efficient donor disclosures and will maintain a close working relationship with the Compliance Reporting Manager.

Main duties and responsibilities

• Manage and coordinate the IAT (with the support of IU staff) to produce assessments of allegations and recommends to the Head of Investigations on investigative classification, investigative priorities and highlight cases involving institutional, individual, and reputational risks.
• The post holder, in a timely manner, will disseminate to the Head of Investigations and Compliance Reporting Manager, matters that require consideration of reporting to the Donor Support Group.
• Oversee the production of IU information, including investigation statistics and case specific summaries, related to the intake, assessment, and investigation process – as requested, for regular and/or proactive reporting to internal and external stakeholders.
• Ensure that data and information that would be included in Management Implication Reports or lessons learned during investigations are rapidly shared with impacted ICRC departments in a timely manner to mitigate loss and improve ICRC accountability.
• Undertake and/or oversee specific investigations at the direction of the Head of Investigations.
• Manage consultant investigative specialists when required.
• Brief Unit Heads and metiers on high priority cases.
• Coordinate the allocation and tracking management of cases assigned to the investigation teams, inquiry leads, Sanction Committees and D case referrals.

Relationships

• Internally, interacts with the Investigation Unit, ERCO Compliance Reporting Manager, and/or other ERCO functions, and process owners in métiers – as part of the intake, assessment, and analysis work.
• Externally, interact, along with the Head of Investigations, with the investigation functions of the ERCO and the International Red Cross and Red Crescent Movement network, and other relevant institutions representing or working on compliance issues.

Education required

• University degree from an accredited educational institution in public or business administration, auditing, finance, social sciences, law or other related area.
• Excellent spoken and written English. Second language an asset.
• Computer proficiency with experience with Excel, Tableau, Microsoft applications.
• Professionally recognised senior investigative management qualifications.
• Law enforcement and Data analysis certification

Experience Required

• A minimum of 12 years investigation experience of which 5 years managing investigation teams at an operational and strategic level relevant to allegations of Corruption and Fraud, Sexual Harassment, Sexual Exploitation and Abuse.
• Minimum of 5 years’ experience in managing investigation data and information analysis at an operational and strategic level.
• Minimum of 3 years conducting international investigations.
