Background

The Norwegian Refugee Council (NRC) is an independent, non-profit, humanitarian organization. Since the onset of the war in Ukraine, we have seen a large-scale of displacement of Ukrainians fleeing to the neighboring countries. In response to this, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. We are focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – with the needs of a mobile refugee population, working to a great extent through local partners.

We are seeking highly qualified, resilient and dynamic professionals to be part of NRC’s start-up of operations in Poland.

What you will do:

NRC is seeking an experienced Grants and Partnership Manager to provide leadership for all NRC work with national partners in Poland as it works to build the ownership, capacity, and resources of the partners to effectively respond to humanitarian needs in the country.

This position will lead the development and implementation of the partnership strategy that contributes to programme sustainability and high quality programs. Leads implementation of the core process of partnership management, supports partners in their project proposal development, contracting with NRC and implementation – as a facilitator between NRC Country Office staff and partner staff.

Moreover, the position will assist Head of Programs in development of the funding strategy to institutional donors, grants preparation, administration and reporting.

Generic Responsibilities

  1. Provide technical support to partners, and involving other programme and support colleagues as needed.
  2. Support partner’s adherence to the NRC policies, tools, handbooks and guidelines; provide compliance spot check / audit support and coordination
  3. Capacity building of partnership staff and transfer of key skills
  4. Liaison and collaboration with relevant stakeholders
  5. Ensure up to date due diligence on all parties and downstream partners is conducted and documented; provide technical support as required.
  6. Responsible for developing/and or reviewing donor grants proposals in collaboration with Technical Program Advisers and NRC Local Partners
  7. Responsible for overseeing and ensuring efficiency, quality of the entire grants cycle management
  8. Accountable for compliance in relation to grant management and project cycle management processes. Including providing an internal help-desk on donor related issues and deliver trainings on donor rules and regulations, as well as proposal and report writing.

Specific Responsibilities

  1. The Partnerships and Grants Manager will help to identify and map potential partners in Poland
  2. Contribute to the identification, design, formulation and negotiation of new projects and programs and draft concept notes and project briefs for discussion with partners.
  3. Coordinate technical and financial requirements, and negotiate proposals to conclude new project agreements.
  4. Drafts agreements and/or contractual documents required for the signature and implementation of new projects.
  5. Support the Head of Program and other relevant staff in organizing meetings and engagements with relevant local actors, and during meetings, follow-ups, and negotiations with partners in order to achieve the most cost-effective and mutually beneficial terms for NRC engagement with prospective partners.
  6. Build a network of key partners and stakeholders, keeping abreast of evolving trends (social, economic, and political), including the application of innovation to partnership and project development.
  7. Proactively solve conflicts and address issues and misunderstandings that could occur between NRC and various partners.

Qualifications:

  • Bachelors degree in a relevant field of study.
  • Minimum 5 years of experience of grants management and programmatic implementation in a humanitarian/recovery context
  • Good skills and experience in all aspects of programme cycle management – design and development, implementation, and monitoring and evaluation
  • Experience in mainstreaming protection concepts within a humanitarian operation.
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Documented results related to the position’s responsibilities
  • Experience with facilitating and leading internal organisational processes.
  • Fluency in English, both written and verbal. Fluency in Polish is preferred

Context related skills, knowledge and experience

  • Previous experience of working with local partners
  • Diplomacy and facilitation skills are essential
  • Knowledge of Polish context is an asset
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook.

Additional Information:

Duty station: Warsaw, Poland

Contract period: 1 year, with possibility of extension (national contract, with additional benefits for those moving from abroad)

Grade 9 in NRC’s grading structure. Salary/benefits will be according to NRC’s salary scale and terms & conditions for Poland.

Reporting line: Head of Programmes

Provides Supervision to: Grants & Partnership Coordinator

Travel: Upto 20%
