Project**

The USAID/Philippines Better Access and Connectivity (BEACON) Activity seeks to promote better access and connectivity in the Philippines by a) improving the quality of its Information and Communications Technology (ICT) and logistics infrastructure; b) improving the enabling environment and regulatory governance for ICT and logistics investments; and c) strengthening cybersecurity protections.

Reporting & Supervision

The Grants Manager will report to the Deputy Chief of Party.

Primary Responsibilities

  • Ensures that the project grants manuals is current to reflect grant;
  • Prepares solicitations for grants (APS, RFAs, etc);
  • Manages grantee selection and oversees implementation of grants-under-contract component;
  • Reviews grant activities for regulatory compliance;
  • Approves grant milestone payments after checking that milestones have been met;
  • Supervises, facilitates, and supports grantee capacity building;
  • Supervises day-to-day work of grant team to ensure compliance with USAID regulations and Nathan policies and procedures;
  • Manage grant evaluation, award, and post-award monitoring, assessing prospective grantees’ ability to handle grants ahead of award;
  • Support revision/editing of applicant’s proposals and review budget estimates for allowable costs, reasonableness, and consistency;
  • Prepare grant agreements in collaboration with the Deputy Chief of Party and ensure documentation is complete and recorded in Awards Management system;
  • Track grant fund during implementation on a monthly basis, cumulatively and by grantee;
  • Assist and direct grantees during implementation, focusing on finance, procurement, and compliance;
  • Ensure grantee and project compliance with USAID regulations and any Special Award Conditions;
  • Prepare cost and no-cost amendments to grant agreements as necessary, in collaboration with the DCOP;
  • Collaborate with Operations Manager and DCOP on any procurement elements under the grants component;
  • Manage grants reporting to USAID;
  • Oversee grant completion and closeout;
  • Verify and audit Environmental Review Form or Environmental Review checklists submitted by applicants to ensure funded activities will not harm the environment, to develop mitigation measures as necessary, and to specify monitoring and reporting; and
  • Audit grantees for compliance and escalating grant irregularities to the Operations Director as necessary

Required Skills & Qualifications**

  • Bachelor’s degree; (Masters degree, preferred)
  • At least five (5) years of USAID or other donor grant management experience;
  • Knowledge of the regulations governing USAID grants under contract;
  • Demonstrated experience and skill with budget preparation and analysis;
  • Strong organizational skills and excellent interpersonal and teamwork skills;
  • Demonstrated ability to manage a team and mentor staff;
  • Fluency in English and Tagalog.
