Context:

The Internal Displacement Monitoring Centre (IDMC) is a global centre of expertise established in 1998 to monitor and report on the situation of people who become displaced within their own countries as a result of conflicts, violence, or disasters.

IDMC has been generating evidence to inform and galvanize action by governments, intergovernmental organisations, aid providers, and humanitarian and development actors working at the local, national, regional, and global levels to prevent, address and resolve internal displacement. Yet the number of internally displaced people (IDPs) worldwide reaches new records year after year.

IDMC is opening a new position to manage the Global Monitoring Hub responsible for the production of annual estimates of the number of internal displacements linked with conflicts, violence and disasters, and the number of people living in conditions of internal displacement around the world, as well as other data and analyses on internal displacement.

What you will do:

Some of your generic responsibilities include:

  • Leadership and management of IDMC’s Global MonitoringHub, including line management of the Regional Coordinators;
  • Quality control and methodological development to ensure continued excellence in IDMC’s monitoring work and consistency across all regions;
  • Production of contextual and political analysis to complement and highlight the Global Monitoring Hub’s data in IDMC and external publications, including the Global Report on Internal Displacement;
  • Data diplomacy, external engagement and representation among key external displacement data forums and initiatives at the global levels;
  • Contribution to IDMC’s strategy development through regular inputs to the Head of Programmes and IDMC’s Senior Management Team.

Some of your day-to-day tasks will include:

  • Lead the Global Monitoring Hub’s work by determining priorities and allocating resources for the high-quality completion of all monitoring outputs and their timely delivery, following IDMC’s monitoring principles and guidelines and in line with the organizational strategy;
  • Define and ensure that the different phases of the monitoring work including data collection, entry, triangulation, validation and analysis are delivered based on organisational standards, to make sure that IDMC produces the highest quality estimates on internal displacement at the national, regional and global levels;
  • Develop a strategy for the Hub and annual work plans to deliver high-quality, consistent and timely data on internal displacement, including validated yearly estimates for IDMC’s Global Report on Internal Displacement (GRID), regional reports and country profiles;
  • Coordinate the conceptualization and production of methodological documentation for monitoring internal displacement, including guideline documents, concept notes and briefing papers;
  • Supervise the work of team members, including administrative and Human Resources procedures, regular performance, development and work planning meetings, coordination of resources within the team to ensure timely delivery of products and a reasonable workload for team members.
  • Under the supervision of the Head of Programmes, plan for and manage the budget for the Hub and contribute to fundraising and donor reporting;
  • Support the development and production of the Global Report on Internal Displacement, regional Reports and Country Profiles by producing written inputs, analysis and quality assurance of data;
  • Engage with relevant partners to obtain and validate data on internal displacement and lead the efforts to develop collaboration and interoperability of displacement data;
  • Serve as the organisation’s focal point for displacement data and monitoring, and represent IDMC in external events, forums and initiatives at the global level;
  • Support the Head of Programmes, the Director’s Office and External Relations department in identifying and promoting products and services that IDMC can offer to governments and other actors working on internal displacement.

What you will bring:

  • At least 7 years of professional experience in related fields.
  • Solid knowledge of internal displacement data including IDMC’s.
  • Experience supervising staff and coordinating teamwork.
  • Proven ability to connect and work through disparate and complex development problems through clear analysis and conceptual framing.
  • Knowledge of human mobility issues in the context of conflict, generalised violence, disasters and climate change.
  • Experience of working with a diversity of institutions in different regional contexts, including governments, UN agencies, NGOs, universities and national research institutes, and at different levels of seniority.
  • Minimum Master’s degree in data science, statistics, international development, migration and displacement, humanitarian affairs or disaster risk and climate change;
  • In-depth knowledge of displacement data and monitoring methods, including IDMC tools and standards;
  • Excellent communication skills and ability to represent the organisation at senior policy and technical levels;
  • Strong managerial, leadership and interpersonal skills;
  • Strong writing skills – ability to provide clear contextual analysis and description of methods used to collect, interpret, analyse and validate data on internal displacement
  • Flexible, innovative and effective in working collaboratively as part of a multicultural team Fluency in English, both written and verbal – knowledge of another official UN language, especially Spanish and French, a plus;
  • Ability and desire to develop networks and engage with new partners.
  • Experience of processing and analysing large amounts of data and qualitative information into concise and communicable briefing papers and information pieces.
  • Ability to question, understand and evaluate quantitative and qualitative data on internal displacement.
  • Proven ability to convey complex problems in accessible concepts and terms, both verbally and in writing and to adapt language and messaging for different audiences.
  • Ability to apply judgement in cooperation with partners, plan own and teamwork and manage conflicting priorities and tight deadlines.
  • Attention to detail and ability to question, understand and evaluate data sources’ methods.
