Department

The Programs Department at MSF-USA consists of several units including advocacy, diplomacy, and representation arms for both MSF-USA and MSF’s international offices. Units served by the Program Department include the Grants Unit, Humanitarian Representation Team, Access Campaign, Epicentre and special projects.

Project

The Global Health Campaign Officer will support the Global Health Advocacy and Policy team in conceptualizing and developing strategies for the public facing advocacy and communications elements of its work in the United States. This will entail examining the team’s priority dossiers for potential public facing strategies and opportunities, developing messaging and materials on critical topics used to influence US-based stakeholders, and regularly liaising and working with MSF USA’s communications department. A second major focus of this role will be to coordinate the development and implementation of the US-arm of a global advocacy and public-facing campaign strategy to bring down the price of a diagnostic medical device relevant for MSF operations. The successful applicant will manage this project in collaboration with a committed core team made up of communications, policy, and technical colleagues both at MSF USA and other relevant parts of MSF.

This is a short term contract project that will end in December 2023.

Tasks

The Global Health Campaign Officer will:

  • Facilitate the Global Health Advocacy and Policy team’s engagement and coordination with MSF USA communications and assist in conceptualizing and developing public facing advocacy strategies across relevant dossiers, including access to medicines, sexual and reproductive health, antimicrobial resistance and global health governance specific to the US context.
  • Develop a robust strategy, activity plan, timeline and select appropriate tools to facilitate the US arm of the diagnostics campaign and feed into and assist the development of the global campaign strategy;
  • Manages and coordinates the advocacy and public-facing campaign project plan in the US context, in close collaboration with other relevant MSF advocacy and communications colleagues, implementing campaigning elements, narratives and messages, tactics and communication materials to support both global objectives;
  • Coordinate outreach to US-based civil society groups to enhance engagement, build coalitions, and increase campaign impact in the US context;
  • In collaboration with the MSF USA and Access Campaign’s Communications Team, develop key messages, framing language and campaign materials;
  • Support the collection and analysis of data (briefing papers, talking points, reports etc.) to inform positioning and advocacy efforts;
  • Support the outreach to relevant campaigning colleagues throughout the MSF movement, in close collaboration with the Access Campaign
  • Monitor the campaign’s achievement of objectives within the scope, budget and agreed timelines;
  • Ensure that projects are efficient and stay on track by shaping and maintaining systems for organizing, sharing, and tracking resources, information, and activities; liaise with MSF-USA colleagues and external vendors towards these same ends and to fulfill all reporting needs of the Programs Department;
  • Maintain regular communication with line management and appropriate team members;
  • Other policy and advocacy related dossier support and management not otherwise specified.

Fiscal Responsibility

Responsibilities may include tracking expenses and timely submission of expense reports, while aligning with project expense budgets.

Extent of Public Contact

Represents MSF-USA in external meetings with coalition partners and policy stakeholders.

Qualifications

  • Degree in communications, public health, political science, social science or equivalent
  • At least 5 years of experience in developing and executing advocacy strategies and public-facing campaigns, preferably at global level, in the not-for-profit sector
  • Strategic thinking and planning ability; demonstrated track record of problem-solving/seeking solutions to challenges
  • Excellent knowledge of US government landscape, US-based and multilateral global health actors, and the access to medicines movement
  • Experience liaising with members of governments, pharmaceutical companies, NGOs, and/or multi-lateral organizations as an asset
  • Project management experience and knowledge; knowledge of Office 365 and office software
  • Strong facilitation skills and excellent organizational skills
  • Excellent oral and written communication skills
  • Excellent judgment and diplomacy in complex situations
  • Proficiency in English to mother-tongue standard
  • Ability to work cooperatively in a cross-cultural setting with long-distance working relationships
  • Ability to travel both domestically and internationally
  • Capacity to work autonomously

Expected to work in a hybrid work environment with the ability to come into either the NYC office or regional hub (Washington, DC or Bay Area, California) a minimum of 2 times a week.
