Department

The Programs Department at MSF-USA consists of several units that work on both internal and external representation of MSF to the US home society inclusive of units such as the Grants Unit (coordination of Programs Committee of MSF USA’s Board of Directors), the Humanitarian Representation Team (HRT) unit and the Global Health Advocacy and Policy (GHAP) unit, in addition to supporting projects related to the intersectional medical humanitarian space. There is a strategic focus on humanitarian operational representation, humanitarian diplomacy and global health advocacy and policy work as it relates to US based interlocutors and the medical humanitarian space. The Department also hosts many teams and individual roles from around the movement including from Epicentre, the Access Campaign (AC), International Office and others.

Project

As the Global Health Advocacy and Policy unit (GHAP) adjusts its dossiers and begins to implement its new strategic framework for 2022 – 2025, the team is seeking a Global Health Analyst to provide policy and analytical support, strategy development, and stakeholder engagement to advance US-based advocacy on global health. Working together with the AC, the Global Health Actors Network (GHAN), the HRT and other MSF entities, the Global Health Analyst will support MSF-USA in understanding new and emerging discussions, debates, and opportunities related to global health. This includes access to medicines, antimicrobial resistance, sexual and reproductive health, and climate/environmental health among other dossiers as they emerge in order to craft strategies to represent MSF’s positions and convey key messages within them in US society. This role generally engages in federal lobbying activities on behalf of MSF-USA and the person will be asked to register accordingly as a lobbyist.

Tasks

The role will report to the Senior Global Health Advocacy and Policy Advisor at MSF USA, but will regularly engage with other members of GHAP, the MSF-USA Communications department, HRT, the GHAN and the MSF Access Campaign as needed to:

  • Generate analysis of relevant US-based global health actors, such as the World Bank, Bill and Melinda Gates Foundation, relevant US government agencies, etc. focusing on dossiers pertinent to GHAP and the MSF movement. This includes flagging of issues of specific importance to MSF and providing the necessary information to guide MSF positioning.
  • Consolidate a disease and issue specific ecosystem (research institutes, academia, donors, private foundations, vertical funds, etc.) analysis related to the GHA so as to provide an understanding of institutional dynamics to feed MSF strategic engagement with these actors in the US.
  • In tandem with the GHAP team, propose tailored engagement/interaction and advocacy strategies towards US-based actors on the basis of MSF’s field experience and identified needs so as to create a more conducive environment for our operations.
  • Liaise with others from around the movement as needed, facilitate interactions within MSF and between MSF and external actors, and support the implementation of advocacy strategies.
  • Assist in development of MSF materials (documents, presentations, explainers) for use in direct outreach to US government officials or for influencing officials via public-facing communications – either by reviewing and contributing to materials generated by MSF staff, or by outlining materials that would be most useful for advocacy
  • Support US-based advocacy initiatives on global health governance and financing, equitable access to medical tools; sexual and reproductive health, antimicrobial resistance and climate and environmental health.
  • Support MSF-USA, the GHAN and Access Campaign in advocacy and policy in US home society;
  • Represent MSF in relevant civil society coalitions where required by the team;
  • Help create and refine key messages for a US audience, framing language and documents for the US audience in close collaboration with the US teams in Programs and Communications
  • Help draft outreach, advocacy and communication materials;
  • Help implement outreach strategy for US-based MSF engagement with stakeholders;
  • Conduct outreach to other civil society groups to enhance engagement in the US;
  • Help to ensure projects stay on track; tracking relevant information such as notes and action points from calls and meetings;
  • Maintain regular communication with line management and appropriate team members;
  • Manage GHAP staff including potential interns/volunteers;
  • Other policy and advocacy related dossier support and management not otherwise specified.

Qualifications

  • Commitment to MSF’s principles;
  • At least six to eight years of experience working on global health policy, with special consideration given to work on issue areas important to MSF;
  • Demonstrated high-level research capabilities, including excellent writing and analytical skills;
  • A Masters degree or higher in Public Health, Public Administration, Political Science, International Affairs, or other relevant discipline;
  • Knowledge of the global health landscape, especially the role played by the US government and US based global health actors. Candidates with experience working with the access to medicines, sexual and reproductive health, and/or climate/environmental movements will be given additional consideration;
  • Strategic thinking and planning ability; problem-solving/seeking solutions to challenges;
  • Experience working in a large, international organization with a diverse variety of stakeholders;
  • Ability to work cooperatively in a cross-cultural setting with long-distance working relationships;
  • Project management experience and knowledge; knowledge of Office 365 and office software;
  • Strong facilitation skills and excellent organizational skills;
  • Excellent oral and written communication skills;
  • Excellent judgment and diplomacy in complex situations;
  • Proficiency in English to mother-tongue standard;
  • Capacity to work autonomously.

Supervisory Responsibilities

This role may require potential line management of future staff, including interns/volunteers. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training intern or volunteers; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Fiscal Responsibility

Responsibilities may include tracking expenses and timely submission of expense reports, while aligning with project expense budgets and making sure they are adhered to.

Extent of Public Contact

Represents MSF-USA in external meetings with US government officials, coalition partners, and policy stakeholders.

Expected to work in a hybrid work environment with the ability to come into either the NYC office or regional hub (Washington, DC or Bay Area, California) a minimum of 2 times a week.
