Project Background

Integrity has recently been awarded the USAID Bureau for Conflict Prevention and Stabilization’s Center for Conflict and Violence Prevention (CPS/CVP) Peacebuilding Evaluation, Analysis, Research, and Learning (PEARL) Task Order. As part of PEARL, Integrity will be implementing performance and impact evaluations in conflict-affected settings globally.

Scope of Work

We are looking for a senior evaluator to be the Team Lead for the Global Fragility Act (GFA) Evaluations, which is an activity under PEARL. This is anticipated to be a two-year activity, conducting a series of evaluations in and across the nine countries that fall under the GFA and the related Strategy to Prevent Conflict and Promote Stability. The Team Lead for this activity would be supporting a team of evaluators and supporting interagency collaboration.

You will possess sound design skills and experience, preferably with mixed methods, and be familiar with peacebuilding, fragility, and conflict programming. You will have excellent leadership, technical and soft skills, presentation, and client engagement skills. You will demonstrate knowledge of and experience with US Government agencies and be able to work with and across interagency teams.

Terms of Reference

  • Lead with US Government counterparts on the design and/or implementation of GFA Evaluations including but not limited to designing evaluation approaches, data collection and sampling strategies, dissemination approaches and project plans.
  • Work closely with the PEARL Task Order Manager, Senior Learning and Outreach (L&O) Specialist, PEARL Project Management Unit, and PEARL consortium partners to incorporate relevant input into the design and delivery of the GFA Evaluations.
  • Provide input on teaming, consortium building, work planning and budgets to the PEARL Task Order Manager and Project Management Unit as needed.
  • Provide overall technical direction, quality assurance, and management of evaluation teams to ensure Integrity delivers on time and to high quality standards.
  • Act as trusted advisor to USAID/CVP Evaluation Activity Managers and build strong relationships with key stakeholders on evaluation design, delivery, and uptake.
  • Provide regular, timely updates on progress to the Task Order Manager.
  • Convene internal Collaboration, Learning and Adapting sessions at key junctures to capture learning on GFA evaluation approaches and activities in close coordination with the PEARL Senior L&O Specialist.

We anticipate issuing an initial contract for a period of 6 months with 75% LOE which will be extended after the initial period to a longer-term contract. The Team Lead needs to be available to work on a 75% basis starting immediately.

Your Experience and Expertise

  • At least 15 years’ experience working in the international development and/or the consultancy sector, with a strong track record of evaluation work and familiarity with qualitative and quantitative evaluation approaches.
  • Deep knowledge of and experience with US Government agencies and programming.
  • Excellent ability to lead a mixed methods evaluation team and build relationships with a range of diverse evaluation stakeholders (with US Government evaluation experience highly preferred).
  • Deep conceptual understanding of MEL and research, with ability to design innovative, rigorous technical solutions. Candidates with experience in the following methodological toolkits related to the following preferred: quantitative or qualitative approaches, complexity-aware approaches, mixed methods evaluation, research or evaluation management, and evidence synthesis and uptake.
  • Ability to work to tight timelines in a fast-paced environment.
  • Experience with peacebuilding and fragility and conflict preferred.

Languages

  • Exceptional writing and editing skills, with ability to write persuasive, clear, and compelling narrative in English that is customized to bid requirements.
